The 2025 Urban Innovative Development and International Cooperation Conference was held in Shenzhen on January 7. Changsha was rated as a benchmark city for the construction of an international business environment in China. Changsha wins this honor again after 2019 and 2020. Changsha Vice Mayor Gao Wenqi made a presentation on the city's business environment and attended a government-enterprise exchange meeting.

At the conference, China (Hunan) Pilot Free Trade Zone Changsha Area was honored as an outstanding industrial zone for the high-quality development of business environment. Changsha County was named a benchmark county for international business environment construction. The Yuhua Block of the China (Hunan) Pilot Free Trade Zone Changsha Area was listed as a benchmark industrial zone (provincial-level) in this regard. Liuyang City and Liuyang Economic and Technological Development Zone was among the top 10 counties (or county-level cities) and the top 10 industrial zones for business environment, respectively.
