Governor Mao Gives a Briefing at SCIO Press Conference

The State Council Information Office (SCIO) held the "Promoting High-quality Development" Press Conference in Beijing on the morning of May 10. Mao Weiming, deputy secretary of the CPC Hunan Provincial Committee and governor of Hunan Province, briefed the media on Hunan's efforts in promoting high-quality economic and social development and answered questions posed by journalists. The theme of Mao's briefing is "Pursuing High-quality Development, Excelling in the Rise of Central China and Development of Yangtze River Economic Belt".


SCIO held the "Promoting High-quality Development" Press Conference on the morning of May 10. Mao Weiming, deputy secretary of the CPC Hunan Provincial Committee and governor of Hunan Province, gave a briefing and answered questions from journalists. 


Governor Mao said that President Xi Jinping has been attaching great importance to Hunan's development, making inspection tours to Hunan and setting the direction for the province's development in every critical stage and every significant moment. During his inspection tour to Hunan in March 2024, President Xi urged Hunan to build itself into a national hub for important and advanced manufacturing industries and a sci-tech and innovation center with core competitiveness, and continue to be a pacesetter for reform and opening-up of China's inland regions. These have provided guidance for Hunan's high-quality development and have acknowledged Hunan's achievements.

Governor Mao mentioned that, standing at a higher historical starting point of high-quality development, Hunan has demonstrated its solid foundation and favorable conditions to enter a new stage and strive for new victories. From a temporal perspective, Hunan is standing at a new historical starting point.



From 2 trillion CNY in 2012 to over 5 trillion CNY in 2023, Hunan's GDP has achieved four consecutive leaps in the trillion-level, witnessing surges in development speed and structure, quality, and efficiency simultaneously, and progresses in transformation and upgrading as well as improvement in quality and efficiency.



The total output of high-tech industries in Hunan has surpassed 1 trillion CNY, while the number of hi-tech enterpries has increased about 2,500 annually on average over the past three years. The contribution of technological advances to economic growth has risen to over 60 percent.



Hunan has made friends around the world, establishing economic and trade partnership in 235 countries and regions. It has maintained top in China's central and western regions in terms of foreign trade with African countries, and attracted 211 projects and subsidiaries from Fortune 500 companies.



Hunan has entered China's top 10 in terms of green development index. Its proportion of surface water of fairly good quality and the percentage of days with good air quality rank first and second in China's central region respectively.



The increase of urban and rural resident income has been faster than the economic growth. The basic old-age pension, urban and rural subsistence allowances, and government subsidies for basic public health services have been steadily raised.

Governor Mao pointed out that, from the spatial perspective, Hunan has expanded its new development advantages, which are reflected in three aspects - shining spots in central China, a prominent position nationwide, and influential status worldwide. In specific,


Hunan enjoys advantageous industrial clusters, excellent development environment, and superior development platform. The province has formed three 1-trillion-yuan industries, sixteen 100-billion-yuan industries, and four national advanced manufacturing clusters, ranking third in China. Of which, the new-generation autonomic secure computing industrial cluster is the only one of its kind in China. In the "10,000 private enterprises evaluating business environment" annual survey, both Hunan Province and Changsha City continued to rank in the forefront of the country and top the central and western regions of China. Hunan has become the permanent venue for the China-Africa Economic and Trade Expo and the Summit on BeiDou Navigation Satellite System (BDS) Applications.



Hunan boasts China's leading advantageous enterprises, pioneering reform experience, and first batch of major technologies and equipment. The province owns 72 national individual champions in the manufacturing industry, ranking first in central China. Its 12 low-altitude airspace management reform results take the lead nationwide. It has implemented "ten major technological research projects" campaign for four consecutive years, achieving 21 initial or excellent results.



Hunan has rail locomotives appearing in the global market, construction machinery serving all around the world, global coverage of BDS service, and hybrid rice seeds benefiting the world. Its electric locomotives have taken the lead in the global market share, accounting for nearly one third of the world total. Five Hunan-based companies are listed in the "Top 500 Construction Machinery Manufacturers".


"We share the bright moon though we are thousands of miles apart. You are welcome to Hunan," said Governor Mao. Hunan has been making sustained efforts in building the "Three Hubs", striving to write its own chapter in advancing Chinese modernization. We sincerely invite you to visit Hunan and witness the breathtaking beauty of its landscapes, immerse yourself in rich Hunan culture, and experience the dynamic progress of its high-quality development, he added.

Mao Weiming, deputy secretary of the CPC Hunan Provincial Committee and governor of Hunan Province; Zhang Yingchun, member of the Standing Committee of the CPC Hunan Provincial Committee and executive vice governor of Hunan Province; Chen Xianchun, deputy secretary general of the Hunan Provincial People's Government; and Huang Donghong, director of the Development and Reform Commission of Hunan Province, answered questions from journalists on continuing building the "Three Hubs", excelling in the rise of central China and development of the Yangtze River Economic Belt, boosting the intelligent computing industry, inheriting and developing Hunan culture, taking on the responsibility of safeguarding national food security, and consolidating poverty alleviation achievements.
