Recently, Changsha Land Supply Cloud (Changsha Natural Resources All-Factor Supply and Demand Information Platform) released the "Value Promotion Handbook for the Changsha Olympic Sports New Town Area," officially unveiling the master plan for the Changsha Olympic Sports New Town.

Located at the geometric intersection of Changsha, Zhuzhou, and Xiangtan, the Changsha Olympic Sports New Town serves as the core area for Changsha-Zhuzhou-Xiangtan (CZT) integration in southern Changsha. Its total development area spans approximately 24.5 square kilometers, comprising the Jiefangyuan–Datuo Area (17.5 square kilometers) and the Medical Center (Niujiaotang) Area (seven square kilometers). The new town is positioned as the new center of the CZT Metropolitan Area and a new model for Changsha--the city of mountains, waters, and isles. It will be built into a comprehensive Olympic Sports New Town integrating high-end events, headquarters services, cultural and recreational facilities, and upscale residential areas.

From 2025 to 2028, the new town will focus on advancing the construction of its core area and first-phase development area to support the hosting of China's 16th National Games in 2029. From 2026 to 2029, 43 projects are planned with an estimated total investment of 42.5 billion CNY. In terms of transport, a "seven horizontal and six vertical" road network, four river-crossing passages, and five rail transit lines are planned to create a half-hour commuting circle covering Changsha, Zhuzhou, and Xiangtan. In terms of supporting facilities, after the National Games conclude, the venue's "one stadium, one gymnasium, and one natatorium" will be open to the public. Medical resources such as the new campus of Xiangya Hospital will be laid out, and six branded schools are planned. A "1+2+X" industrial system will be built to develop sports, comprehensive healthcare, digital intelligence, and headquarters economy, among others.
