On the afternoon of August 4, the People's Government of Yueyang City and the China Logistics Group Co., Ltd. (China Logistics) signed a cooperation agreement in Changsha. The two sides thoroughly implemented the spirit of President Xi Jinping's important speeches and directives regarding Hunan's work and joined hands to accelerate the high-quality development of modern logistics industry, starting a new chapter in collaboration between central enterprise and local government. Mao Weiming, deputy secretary of the CPC Hunan Provincial Committee and governor of Hunan Province, and Liu Jingzhen, president and Party secretary of the China Logistics Group Co., Ltd., witnessed the signing ceremony and attended talks. Xie Weijiang, deputy secretary of the CPC Hunan Provincial Committee and secretary of the CPC Yueyang Municipal Committee, participated.

Also in attendance were Yu Hongsheng, vice governor of Hunan Province; Xu Hong, general manager of the China Logistics Group Co., Ltd.; and, Wang Wei'an, secretary general of the Hunan Provincial People's Government.

As a comprehensive logistics "national team" ensuring the security and resilience of industrial and supply chains, China Logistics' business covers warehousing, transportation, multimodal transport, international freight forwarding, supply chain, and other integrated logistics services. Its operational outlets span 30 provinces (autonomous regions, municipalities directly under the central government) domestically and five continents overseas. This April, China Logistics established a branch in Yueyang, focusing on building a modern integrated logistics platform that serves the middle reaches of the Yangtze River and drives the development of central China.

During the talks, Governor Mao Weiming expressed gratitude for China Logistics' long-term strong support to Hunan and briefed on the development of Hunan's logistics industry. He noted that in recent years, Hunan has actively seized policy opportunities brought by the construction of the "six major networks," accelerating the building of a modern logistics system. Infrastructure has been continuously improved, cost reduction and efficiency enhancement have shown results, and total volume and scale have grown steadily. Seven cities and ten hubs in the province have been approved as national logistics hubs, ranking among the top nationwide. The ratio of total social logistics costs to GDP in the province has decreased for 11 consecutive years, remaining below the national average for the past five years. In the first half of this year, the province's total social logistics volume exceeded 7.6 trillion CNY, a year-on-year increase of 3.4%. 

Governor Mao hoped that China Logistics would take this signing ceremony as an opportunity to further increase its investment layout in Hunan, deeply participate in the construction and operation of key hubs such as Yueyang Chenglingji Port and Huaihua International Land Port, promote the implementation of infrastructure projects and the smooth flow of trade chains, and assist Hunan in promoting the digital, intelligent, and green development of its modern logistics industry. Hunan will continue to create a market-oriented, law-based, and internationalized first-class business environment, providing better services and creating more favorable conditions for the group's development in Hunan.

Liu Jingzhen and Xu Hong noted that Hunan enjoys superior geographical advantages and a strong industrial foundation, and has close cooperation with China Logistics. China Logistics will effectively implement this cooperation agreement, continuously increase investment layout in Hunan, accelerate the implementation of cooperation projects, and deepen collaboration in areas such as air cargo, multimodal transport, and "AI + logistics," to assist Hunan in accelerating the construction of a modern logistics system that is "smooth domestically and accessible internationally."

Under the agreement, the two sides will rely on Hunan's location and industrial advantages, leverage China Logistics' industry advantages as a national-level comprehensive logistics supply chain leading enterprise, further deepen modern air logistics cooperation, strengthen synergy in areas such as green transport capacity, rail-water intermodal transport, and smart logistics, and accelerate the realization of "seamless goods flow and global trade connectivity."
