The Ministry of Commerce, the National Development and Reform Commission, and other seven central departments recently issued the Opinions on Expanding Cross-border E-commerce Exports and Advancing the Construction of Overseas Warehouses. It proposes fifteen specific measures across five areas, including fostering the cross-border e-commerce entities, increasing the financial support, and strengthening the construction of related infrastructures and logistics systems. These measures aim to expand the exports of cross-border e-commerce and optimize the layout of overseas warehouses.
Riding on a wave of the preferential policies, Hunan enterprises of the cross-border e-commerce industrial chain are actively arranging and accelerating the development of overseas warehouse business.
Generally speaking, an overseas warehouse is a digitized and intelligent storage facility, either self-built or rented abroad, which helps to remove choke points in cross-border trade. For ordinary cross-border logistics, after overseas buyers placing orders, domestic sellers have to deliver their goods through international logistics. This process involves customs declaration, customs clearance, and other procedures, which usually takes at least 5 to 10 days. While items transported directly from overseas warehouses are generally received by customers in 1 to 3 days. The overseas warehouse model provides a stable and fast channel for Chinese goods to "sell globally", guaranteeing smooth and stable delivery at a lower cost.
At present, Hunan enterprises still mainly use the third-party overseas warehouses to engage in cross-border e-commerce business. These warehouses provide one-stop warehousing and logistics services, including receiving, storing, and sorting goods, as well as order management and overseas delivery.
"Next, we will comprehensively implement the Opinions to accelerate the cultivation of cross-border e-commerce, overseas warehouses, and other new business formats of foreign trade, helping improve the quality of foreign trade in a stable manner," a relevant person in charge of the Hunan Department of Commerce said. He noted that efforts will be made to make the cross-border e-commerce entities grow bigger and stronger, increase the introduction and cultivation of leading cross-border e-commerce enterprises, and support the creation of well-known cross-border e-commerce brands. Based on the cross-border e-commerce and industrial integration, we will promote the construction of cross-border e-commerce industrial belts, industrial parks, and overseas warehouses, assisting traditional enterprises in transformation and exploring the international market, he added.
