Centralized commencement ceremonies for Hunan's major projects in 2024 were held simultaneously in Changsha, Yueyang, and Yiyang on the morning of January 3. A total of 11 major projects started construction, with a total investment of 87.2 billion yuan.
Shen Xiaoming, secretary of the CPC Hunan Provincial Committee; Ma Yongsheng, chairman of the Board and secretary of the CPC Leadership Group of the China Petroleum & Chemical Corporation (Sinopec Group); Mao Weiming, deputy secretary of the CPC Hunan Provincial Committee and governor of the People's Government of Hunan Province; and Zhao Dong, deputy secretary of the CPC Leadership Group and general manager of Sinopec Group, attended the groundbreaking ceremony at the main venue in Yueyang and launched the projects construction together.
On January 3, Hunan hosted centralized commencement ceremonies for its major projects in 2024.
Hunan Secretary Shen, Sinopec Chairman Ma, Hunan Governor Mao, and Sinopec Deputy Secretary Zhao participated in the ceremony and launched projects construction in Yueyang.
Provincial leaders Xie Weijiang, Zhang Yingchun, Li Jianzhong, and Qin Guowen, and Sinopec Group CPC Leadership Group member and deputy general manager Yu Baocai, were present.
The eleven projects are in major industries and infrastructure fields:
- The Sinopec Yueyang million-ton ethylene refining and chemical integration supporting and transformation project started construction at the main venue in Yueyang. With a total investment of 35.7 billion yuan, it boasts Hunan's largest single investment in industrial projects, driving a downstream investment of more than 150 billion yuan. Upon completion, it is expected to facilitate the expansion of the provincial modern petrochemical industry chain into downstream industrial chains, thereby advancing its position in the high-end value chain.
- The Jintangchong reservoir project at the Yiyang Sub-venue, with a total investment of 9.8 billion yuan, is one of Hunan's ten landmark water security projects during the "14th Five-Year Plan" period.
- Nine provincial transportation and energy projects worth 41.7 billion yuan were launched at Changsha Sub-venue, including the construction of three expressways, five water transport and one coal-fired power projects. The expressways include the Chenzhou-Guiyang section of the Guidong-Xintian Expressway, the Chating interchange to Changsha bypass of the Xuchang–Guangzhou Expressway, and the Liuyang-Jiangbei Expressway. The water transport projects are the Yugong Port Railway Line in Xiangyin County, the Changsha-Chenglingji first class waterway on the Xiangjiang River, the second-line ship lock of the Taoyuan water conservancy on the Yuanshui River, the Daorenji pier of the Chenglingji modernized port group, Yueyang, and the Songyang Lake project phase III. The coal-fired power project is the Miluo 2×1,000,000 kW coal-fired power generation project of the Shaanxi Coal and Chemical Industry Group Co., Ltd.
These projects will provide strong support for Hunan's high-quality development.
