The 2023 Hunan (Changsha) Cross-border E-commerce Trade Fair opened at the Hunan International Convention and Exhibition Center on October 20. An inauguration ceremony of the China-Africa Cross-border E-commerce Service Center was held on site. Representatives of the Hunan Provincial Department of Commerce, the Changsha Municipal People's Government, the International Trade Centre (ITC), and the Alibaba International Digital Commerce Group jointly unveiled the nameplate of the center.

The center was jointly built by the ITC, Alibaba International Station, Hunan Overseas Home Information Technology Co., Ltd., and Hunan Small Orange Cross-border Technology Co., Ltd., to implement the "nine programs" proposed by President Xi Jinping at the Opening Ceremony of the Eighth Ministerial Conference of the Forum on China-Africa Cooperation. The center is committed to enhancing and expanding "Silk Road E-commerce" cooperation with African countries, and making Africa's hundreds of stores and thousands of products available online.
