Hunan Federation of Returned Overseas Chinese is a people's organization under the leadership of the Hunan Provincial CPC Committee, which consists of returned overseas Chinese and relatives of overseas Chinese. It serves as a bridge and tie linking the masses of returned overseas Chinese, overseas Chinese and their relatives. Its major duties are as follows:
(1) Promoting and implementing the principles and policies of the government and the Party; uniting and mobilizing returned overseas Chinese and relatives of overseas Chinese to actively participate in Hunan's reform and opening up to the outside world and the construction of socialist modernization.
(2) Protecting the legal rights of returned overseas Chinese and relatives of overseas Chinese; making sure that the federations of returned overseas Chinese at different levels hold activities in accordance with the law and provide legal consultation services for the masses of returned overseas Chinese, overseas Chinese and their relatives.
(3) Centering on economic construction and uniting the hearts of returned overseas Chinese, overseas Chinese and their relatives to give full play to their strengths; absorbing funds, technology, equipment and talents; contacting and assisting overseas Chinese to invest in Hunan for establishing entities and various public undertakings, and providing services for the enterprises owned or invested by overseas Chinese.
(4) Making working plans and development plans for the work of Overseas Chinese Federations across the province and organizing their implementations; responsible for the carry-out of resolutions and decisions made by the congress of returned overseas Chinese and relatives of overseas Chinese.
(5) Actively participating in and commenting on governmental affairs, involving into the discussion and recommendation of representatives and committee members from the overseas Chinese Community for the Chinese People's Congress and the Chinese People's Political Consultative Conference.
(6) Maintaining close contact with overseas Chinese and its communities; understanding the opinions and requirements of returned overseas Chinese, overseas Chinese and their relatives to push forward proposals and opinions for the Party and the government in making policies concerning overseas Chinese affairs and local laws and regulations; strengthening the work on overseas Chinese affairs and Taiwan affairs to serve the unification of China.
(7) Responsible for the administration of the public institutions subordinated to the Hunan Federation of Returned Overseas Chinese.
(8) Directing the businesses organized by Federations of Returned Overseas Chinese across the province.
(9) Undertaking other matters assigned by the Hunan Provincial CPC Committee and the Hunan Provincial People's Government.
