Hunan Federation of Literary and Art Circles

Main Responsibilities:
1. To carry out and implement the guidelines, policies, laws and regulations concerning work in literary and artistic fields; to undertake the work of guidance, liaison and service work among the various artists' association in Hunan and the literary federations at the prefecture and county level and the federations in different fields; to listen to the voice of literary and art circles and report to the departments concerned; to administer the immediate subordinate artists associations and institutions.
2. To organize and hold the Provincial Congress of the Federation of Literary and Art Circles, plenary committees, presidium meetings and the congress of the artists associations at the provincial level; to organize and hold working meetings, awarding meetings and academic seminars.
3. To enhance close cooperation with the relevant government departments and mass organizations to develop literary and artistic activities, so as to work together to develop the cause of literature and art in Hunan.
4. To organize group members to carry on various literary and artistic activities, such as literary and artistic creations and criticism, academic exchanges, literary and artistic performances and exhibitions, personnel training and research; to identify and train literary and artistic talents; to assist the relevant departments to organize related literary and artistic activities and major awarding activities.
5. To manage the literary and artistic magazines and newspapers published by the Provincial Federation of Literary and Art Circles.
6. To further develop close relationships with the Chinese Federation of Literary and Art Circles, Chinese Artists Association and literary federations of other provinces, autonomous regions and municipalities; to assist the relevant departments to organize cultural exchanges with international and domestic cultural circles; to develop close relationships and exchanges with the cultural circles in Hong Kong SAR, Macao SAR and Taiwan region.
7. To safeguard the legitimate rights and interests of the literary and art workers and literature and art organizations granted by the Constitution and the relevant laws.
8. To be responsible for the services provided for group members; to help the members to improve the working conditions of artists.
9. To meet the needs of the grass-roots units and communities; to publicize and popularize literature and art.
10. To undertake other assignments entrusted by the Provincial Party Committee and People's Government.
