Main Responsibilities:
2. To centralizedly administrate this province's water resources (including atmosphere water, surface water and groundwater);to formulate the long-term water supply and demand plans and the allocation and dispatching schemes of water in the whole province and cross municipal and prefectural, and supervise their implementation;to organize the demonstration (administrative) work of flood prevention and water conservancy in accordance with the overall plans of national economy, urban plans and major construction projects;to organize the implementation of water-drawing permit system and the levy and collection of water resources fees; to draft policies and plans of the economized use of water,and reformulate the related criteria;to guide and supervise the economized use of water in the whole province; to release bulletins of water resources of the province; to guide the hydrologic work of the whole province.
3. To draft protection plans of water resources according to the State and provincial laws and regulations related to resources and environment protection;to organize the division of water functional areas; to monitor the water quantity and quality of rivers, lakes and reservoirs,examine the pollutant letting in capacity of waters,and offer suggestions on restrictions on total amount of drainage of different water functional areas.
4. To organize and guide the work of supervision, inspection and law enforcement over the administration of water; to coordinate and arbitrate the water-related disputes between departments, and between municipals and prefectures.
5. To draft measures of economic adjustment in water sector; to supervise maintaining the value of national assets in water sector, and handle macro adjustment and supervision over the use of water affairs funds; to guide the water supply, hydropower and diversified operation;to review and offer economic regulatory suggestions on the pricing, taxation, credit and financial affairs in this sector.
6. To be responsible for the construction and management of water resources in the whole province; to draft and inspect the letters of proposal and feasibility study reports of large and medium-sized water conservancy construction projects; to organize major scientific research and technique popularization on water resources; to formulate the technical quality criteria in water sector and rules and regulations for water conservancy constructions, and supervise their implementation.
7. To organize and guide management and protection of water facilities, water bodies and water fronts; to monitor improvement and development of river resources, lakes, reservoirs and bayou mudflats; to guide the construction and management of water conservancy projects with control function or projects cross-municipals and prefectures; and organize and direct supervision over the security of reservoirs and hydroelectric dams.

To undertake the daily work of Provincial Seasonal Flood Control and Drought Relief Headquarters; to organize, coordinate, supervise and guide the work of flood control and drought relief in the whole province; to implement the dispatching (schedule)of flood control and drought relief of Dongting Lake, the main rivers and key water conservancy projects.
9. To guide rural water conservancy work; to organize and coordinate the infrastructure of farmland water conservancy, rural electrization by hydroelectric power and water supply in villages and towns; to guide water-saving irrigation and rural water supply; to offer suggestions on site selection and reservoir capacity of large and medium-sized hydropower stations.
10. To organize the implementation of the soil and water conservation work in the whole province; to review and formulate measures and plans for soil and water conservation projects; to organize the monitoring and integrated control of water loss and soil erosion.
11. To take charge of the scientific education and foreign affairs in water sector; to guide the team-building in water conservancy sector in the whole province.
12. To supervise Hydrology and Water Resources Reconnaissance Officeand Dongting Lake Water Conservancy Project Adminstration of Hunan Province.
13. To undertake other assignments entrusted by the Provincial Party Committee and People's Government.
