Main Responsibilities:
1. To perform the responsibility as the investor, guide and push forward the reform and restructuring of state-owned enterprises under the authorization by the Provincial Government and in accordance with Company Law of the People's Republic of China, Interim Regulations for the Supervision and Administration of State-Owned Assets of the Enterprises and other administrative regulations; To supervise the maintenance and appreciation of state-owned assets value under its supervision and administration, and strengthen the management of state-owned assets; To advance the establishment of modern enterprise system in state-owned enterprises, and perfect the structure of company administration; To propel the strategic adjustment of the structure and layout of the state economy.
2. To dispatch the board of supervisors to key enterprises invested by the Provincial Government on behalf of the Provincial Government; to be responsible for the routine administrative work of the board of supervisors.
3. To appoint, dismiss and assess executives of enterprises under its supervision and administration according to legal procedures, and reward or punish them according to the assessment results; to establish the personnel selection and employment systems in line with the requirements of the socialist market economy system and the modern enterprise system, and perfect the incentive and restraining systems for executives.
4. To establish and perfect the index system of the value maintenance of state-owned assets, and work out assessment criteria; to supervise and administer the maintenance and appreciation of the value of state-owned assets under its supervision through statistics and auditing; to safeguard the rights and interests of the investor of state-owned assets.
5. To draft local regulations on the administration of the state-owned assets and formulate relevant rules; to direct and supervise the administration of the municipal and prefectural governments state-owned assets according to law
6. To supervise and administer operational state-owned assets of provincial immediately subordinate departments under the authorization by the Provincial Government.
7. To perform other responsibilities as the investor and undertake other assignments entrusted by the Provincial Government.
