Shaoyang National Economic and Technological Development Zone

The Hunan Shaoyang Economic and Technological Development Zone, formerly known as Shaoyang Private Economic Development Pilot Zone, was approved by the People's Government of Hunan Province in August 1996. In 2006, the pilot zone was approved to cover 6 square kilometers according to the No. 8 Announcement of the National Development and Reform Commission, and was renamed as Hunan Shaoyang Economic and Technological Development Zone. The Baoqing Industrial Concentration Zone is located in Shuangqing District of Shaoyang City, which was formerly known as Shaoyang Baoqing Science and Technology Industrial Park (prepared to establish in 2006). It was approved by the People's Government of Hunan Province to be established as a provincial-level industrial zone in November 2012. With the approval of the People's Government of Hunan Province in November 2016, the Hunan Shaoyang Economic and Technological Development Zone (located in Beita District of Shaoyang City) and the Baoqing Industrial Concentration Zone (located in Shuangqing District of Shaoyang City) were integrated to form the new Hunan Shaoyang Economic and Technological Development Zone, with the core area located in Shuangqing District, Shaoyang City.

In June 2021, the General Office of the State Council approved the upgrading of Hunan Shaoyang Economic Development Zone to a national-level economic and technological development zone. The approved area of the development zone is 16.23 square kilometers, the actual control area 29.18 square kilometers, and the long-term planning area 60 square kilometers. It focuses on the development of two leading industries, namely, advanced equipment manufacturing and intelligent home appliances; prioritizes the development of new-type display specialties; cultivates and strengthens the advantageous industries of fashionable products; and takes the lead in laying out two future industries, namely, new energy and new materials and new economy.

The zone participated in the evaluation of national-level industrial parks and zones for the first time in 2023, being ranked 155th out of 230 national-level ones in China and 39th out of 55 national-level ones in central China. It competed in the comprehensive evaluation of provincial "Five-good" industrial parks and zones in 2023, being ranked 5th among 19 national ones and 12th among 138 industrial parks and zones in the province. It has won two national honors, namely, national green industrial zone and national science and technology business incubator.

In 2023, there were more than 1,000 enterprises settled in the zone, including 263 industrial enterprises above designated size, 140 high-tech enterprises, 6 national specialized and innovative "little giant" enterprises, and 64 provincial small and medium-sized enterprises that specialize in niche sectors.
