Changsha National Economic and Technological Development Zone

The Changsha Economic and Technological Development Zone was established in 1992 and was upgraded to Hunan's first economic and technological development zone at national level in 2000. Located in the manufacturing corridor of eastern Changsha, it boasts the largest volume, the strongest foundation, and the most advantageous geographical location in Hunan Province. In September 2020, it became a veritable core area of the Hunan Pilot Free Trade Zone with an area of 47.17 square kilometers. It takes up nearly 40% of the provincial total of the pilot zone and 60% of the Changsha Area.

In recent years, the development zone has fully implemented the decisions and arrangements of the central, provincial, and municipal governments, and closely followed the positioning, missions, and tasks of the "Three Hubs and Four New Missions" Strategy. It has carried forward the strategy of strengthening the provincial capital with the responsibilities of main position, battlefield, and engine; given full play to the unique comparative advantages of "it as the core area of the Hunan Pilot Free Trade Zone"; striven to build two bases of the high-end equipment manufacturing and the scientific and technological innovation, and establish two benchmarks for the reform and opening up of the industrial park and the first-class business environment; vigorously built itself into a "Five-good" industrial park and zone; and, made every effort to promote the high-quality development of the zone and high-end advancement of industries.

After more than 30 years of development, the development zone has undertaken the mission of building Hunan into a global high-end equipment manufacturing; formed the five major industrial pattern of construction machinery and rail transit, automobiles and parts, electronic information, digital economy, and biotechnology and healthcare; cultivated Sany Group, China Railway Construction Heavy Industry Co., Ltd., Sunward Group, and other Top 50 global construction machinery companies; gathered SAIC Volkswagen, BAIC Foton, Bosch Automotive, SEG Automotive, Continental, and other well-known automobile and parts companies; and, introduced leading electronic information companies such as Lens Technology and Goke Microelectronics.

In 2022, the total income of enterprises in the development zone reached 345.46 billion yuan, an increase of 8% year on year. The total output value of industries above designated size increase by 11%; their added value grew by 7.1%; and, their R&D expenditure surged by 15.8%. The fixed asset investment rose by 18.1% and the total foreign trade volume increased by 20.3%. The actual use of foreign capital was basically the same as the previous year. There are now nearly 20,000 commercial subjects, 298 industrial enterprises above the designated size, 624 high-tech enterprises, more than 40 enterprises invested by Fortune Global 500 enterprises, and a total talent pool of 200,000.
