The Changde High-Tech Industrial Development Zone, known as Changde Qiaonan Economic Development Zone at first when it was established in 1992, was upgraded to a provincial-level economic development zone in 2006. It was transformed and renamed as the Hunan Changde Dingcheng High-tech Industrial Park in 2012, and then the Hunan Changde High-Tech Industrial Development Zone in 2015. It was officially approved as a national-level one by the State Council on February 13, 2017. With a planned area of 63 square kilometers, the zone enjoys the existing preferential policies for the national high-tech industrial development zones.
The development zone has leveraged its influence to drive the coordinated development of the Wuling Mobile Internet Industrial Park, Hanshou High-Tech Industrial Park, and Xidongting Biotechnology Industrial Park, forming a collaborative development pattern of "one zone and three parks." There are 1,892 industrial enterprises within the "one zone and three parks," including 415 enterprises above the designated size and 227 high-tech enterprises. In 2025, they achieved an industrial output value of 103 billion CNY for enterprises above designated size and a total foreign trade volume of five billion CNY.
The core area of Changde High-Tech Industrial Development Zone spans a planned area of 26.59 square kilometers, with a built-up area of 12.8 square kilometers and an industrial zone covering 10.33 square kilometers. The zone prioritizes the development of the "two main and one characteristic industries" — intelligent equipment manufacturing, new materials and new energy, and healthcare. It hosts 548 industrial enterprises, including 185 enterprises above the designated size, 82 enterprises with annual output value exceeding 100 million CNY, and 94 high-tech enterprises. Among these, six are nationally recognized specialized and innovative enterprises, while 46 are provincially recognized ones.
The development zone has been successively recognized as a national demonstration base for new industrialization, a national high-tech industrialization base for modern equipment manufacturing, a national sci-tech resources-supported innovation and entrepreneurship platform, a major complete equipment manufacturing industrial innovation cluster of the Ministry of Science and Technology, a model case in the national list for industrial parks and zones advancing new industrialization (sci-tech innovation category), one of China's top 100 high-tech zones for innovation capability, one of national top 100 specialized and innovative high-tech zones, national green industrial zone, leading national water efficiency zone, Hunan industrial high-quality development zone, Hunan industrial zones with remarkable achievements in optimizing the business environment, and Hunan demonstration base for high-tech transformation and application.
The zone boasts the world's largest tower crane manufacturing base, with its hydraulic cylinder industry recognized as a national-level industrial cluster. As Hunan's first pilot zone for "internet plus investment promotion," it features development platforms such as a national-level sci-tech enterprise incubator, Hunan (Changde) Taiwan Industrial Park, and a collaborative development zone of China (Hunan) Pilot Free Trade Zone.
