Changde National High-Tech Industrial Development Zone

The Changde High-Tech Industrial Development Zone, known as Changde Qiaonan Economic Development Zone at first when it was established in 1992, was upgraded to a provincial-level economic development zone in 2006. It was transformed and renamed as the Hunan Changde Dingcheng High-tech Industrial Park in 2012, and then the Hunan Changde High-Tech Industrial Development Zone in 2015. It was officially approved as a national-level one by the State Council on February 13, 2017. With a planned area of 63 square kilometers, the zone enjoys the existing preferential policies for the national high-tech industrial development zones.

It earns the titles of the "Science and Technology Service Industry Regional Pilot Area", "National Modern Equipment Manufacturing High-Tech Industrialization Base", "National Science and Technology Resource Supporting Entrepreneurship and Innovation Carrier", and a national technology business incubator approved by the Ministry of Science and Technology.

At present, there are 1,283 enterprises with  industrial and commercial registration in the core area of the zone, and 188 enterprises above the designated size, including 147 industrial enterprises and 66 enterprises with operating income of more than 100 million yuan. It has formed the "two major and one special" industrial development pattern with well-known enterprises such as Zoomlion, Zoomlion Hengtong, and Tehli as the leaders, intelligent equipment manufacturing and photoelectric information industries as the backbones, and new materials as the characteristic industry.


In 2023, the total industrial output value, the total output value of industries above designated size, and the added value of industries above designated size of the development zone were 32.84 billion CNY, 28.07 billion CNY, and 5.12 billion CNY respectively. It has been approved as a national green industrial zone and a national leading water efficiency industrial zone, and awarded the licenses of Hunan (Changde) Taiwan Industrial Park and Hunan Free Trade Zone Coordination Zone. There were 15 newly-added high-tech enterprises, with a cumulative total of 106; 163 sci-tech enterprises; 2 new national and 15 provincial small giant enterprises; and, 2 provincial individual champions in the manufacturing industry. Zoomlion Construction Hoisting has achieved breakthroughs in five core technologies across key fields, including the R20000-720, the world's largest tower crane, which set a new world record and was selected as the first of its kind in the province. Zoomlion Agricultural Machinery made successful trial production of 2 new products and put them into the market, being approved by the provincial government as one of the "ten scientific and technological research projects". There were also 9 newly-approved provincial R&D platforms such as Zoomlion Hengtong Provincial Engineering Technology Research Center and 2 provincial public service platforms.
