The Changde High-Tech Industrial Development Zone, known as Changde Qiaonan Economic Development Zone at first when it was established in 1992, was upgraded to a provincial-level economic development zone in 2006. It was transformed and renamed as the Hunan Changde Dingcheng High-tech Industrial Park in 2012, and then the Hunan Changde High-Tech Industrial Development Zone in 2015. It was officially approved as a national-level one by the State Council on February 13, 2017. With a planned area of 63 square kilometers, the zone enjoys current preferential policies for the national high-tech industrial development zones.
It boasts the "Science and Technology Service Industry Regional Pilot Area", "National Modern Equipment Manufacturing High-Tech Industrialization Base", "National Science and Technology Resource Supporting Entrepreneurship and Innovation Carrier", and a national technology business incubator approved by the Ministry of Science and Technology.
At present, there are 1,283 industrial and commercial registered enterprises in the core area of the zone, and 188 enterprises above the designated size, including 147 industrial enterprises and 66 enterprises with operating income of more than 100 million yuan. It has formed the "two major and one special" industrial development pattern with well-known enterprises such as Zoomlion, Zoomlion Hengtong, and Tehli as the leaders, intelligent equipment manufacturing and photoelectric information industries as the backbones, and new materials as the characteristic industry.
