In June 2003, the CPC Huaihua Municipal Committee and the Huaihua Municipal People's Government approved the establishment of the Huaihua Ecological Industrial Park.
In April 2006, approved by the Hunan Provincial People's Government and evaluated and recognized by the National Development and Reform Commission, the Huaihua Ecological Industrial Park was officially renamed as the Hunan Huaihua Industrial Park and classified as a provincial-level development zone.
In July 2016, with the approval of the Hunan Provincial People's Government, the Huaihua High-Tech Industrial Development Zone was set up on the basis of the Hunan Huaihua Industrial Park.
In February 2018, approved by the State Council, the Huaihua High-Tech Industrial Development Zone was upgraded to the national level.
In August 2022, with the approval of the Hunan Provincial People's Government, the Huaihua National High-Tech Industrial Development Zone covers a total area of 938.18 hectares.
The development zone is located in the south of downtown Zhongfang County, Huaihua City, at the center of a 400-kilometer radius ring spanning Guiyang, Chongqing, Yichang, Changsha, and Guilin. It connects to the Yangtze River Delta Economic Zone to the east and meets the Chengdu-Chongqing Economic Circle to the west, becoming a major corridor for the New Silk Road of "Chongqing-Xinjiang-Europe" International Railway. It links the Pan-Beibu Gulf and the Pearl River Delta to the south and the Yangtze River Economic Belt to the north. It offers an optimal trade and logistics radiation radius, creating a prime environment for investment and entrepreneurship. The Huaihua National High-Tech Industrial Development Zone has been built based on the Huaihua International Land Port. It has reached cooperation with more than 50 large-scale professional markets and freight forwarding and logistics enterprises in the Guangdong-Hong Kong-Macao Greater Bay Area, Changsha-Zhuzhou-Xiangtan Metropolitan Area, Chengdu-Chongqing Economic Circle, and other regions, becoming a new growth pole to boost the economic development of Wuling Mountainous Area.
The development zone has established strategic partnerships with over 20 institutions and enterprises, including the Chinese Academy of Sciences, Central South University, Huazhong Agricultural University, Xiangtan University, Hunan Agricultural University, and Hunan University of Chinese Medicine. It hosts a total of 74 innovation platforms at the municipal level or above, comprising seven national ones and 46 provincial ones, along with one academician workstation and one postdoctoral research station. Currently, there are 58 high-tech enterprises with valid certifications, two Madrid International Trademarks, and two nationally renowned trademarks. The zone has received 123 sci-tech progress awards, including one national ones nine provincial ones, and 113 municipal ones. The zone has filed over 3,700 patent applications, with more than 2,300 granted.
Seventy-eight industrial enterprises above the designated size are located in the zone, initially forming the "two main and one special" industrial development pattern, which is led by new materials and electronic information and characterized by medical health. Four industrial chains of new display, bio-based, machinery equipment, and modern TCM planting and processing and comprehensive health care services have taken shape. Of which, the new display industry has realized the whole industrial chain from raw material processing to the end-products, being included into the provincial advanced manufacturing key industry development plan. The SANY Group, TUNGHSU GROUP, and other China's top 500 private enterprises; Zhengqing Pharmaceuticals and other national top 10 large and medium-sized industrial enterprises in terms of independent innovation capability; MORNSUN and other Guangdong top 500 enterprises of manufacturing industry; and, a large number of industrial leaders such as Juntai Technology and Qianyuan Aluminium have settled down in the zone.
