The Hunan Xiangjiang New Area was established with approval of the State Council in April 2015. It is China's 12th national-level new area and the first in central regions of China. With a planning area of 1,200 square kilometers, the new area encompasses the entire Yuelu District and several neighborhoods and towns of Wangcheng District and Ningxiang County-level City. There are five national-level industrial zones and two provincial-level industrial zones in the area, with a permanent population of 2.52 million. In October 2020, the Xiangyin and Jiuhua new areas of the Hunan Xiangjiang New Area began planning and constructing.
In June 2022, the provincial Party committee and the provincial government decided to optimize the management system, integrating the three areas of Xiangjiang New Area, Changsha High-Tech Industrial Development Zone, and Yuelu District into one mechanism. The new area is operated according to the "functional area and government administration area in one" mode, so as to realize the comprehensive promotion of industry-city integration, the sharing of resources in the whole area, and the economic and social development of the new area as a whole. It strives to build the new area into a leading area for high-quality development, a new hub for reform and opening up, and a new benchmark for urban construction.
The Xiangjiang New Area stands as a modern industrial hub for advanced manufacturing. It has cultivated three industrial clusters, each valued at over 100 billion yuan. The construction machinery and the new-generation independent secure computing system clusters have been selected as national industrial clusters, becoming the "national teams" in advanced manufacturing. The intelligent connected vehicles and the advanced energy storage industries have taken the lead nationwide.
The Xiangjiang New Area is a vibrant hub of scientific and technological innovation. Home to four major provincial laboratories—including Xiangjiang Laboratory and Yuelu Mountain Laboratory—the new area is accelerating the development of the 100-li Scientific Innovation Corridor along the west bank of the Xiangjiang River and the 153-square-kilometer Xiangjiang Science Town. It strives to become a powerful engine of scientific and technological innovation in central regions of China.
The Xiangjiang New Area is a prime investment destination enjoying multiple national strategies. The new area integrates preferential policies for national-level new area, high-tech zone, comprehensive bonded zone, and resource-saving and environmentally-friendly society supporting reform zone. It also adopts policies for free trade zone. It is systematically consolidating preferential policies from advanced regions nationwide, committed to building itself into a new area with the most favorable business environment.
The Xiangjiang New Area boasts a livable and tourist-friendly destination where natural landscapes and cultural heritage harmoniously co-exist. The new area owns the distinctive features of "mountains, rivers, isles, and downtown area," with blue-green spaces covering over 70% of its area and a forest coverage rate of 42%, ranking first among national-level new areas.
