The Changsha High-Tech Industrial Development Zone was established in 1988 and was approved as one of the first group of national-level high-tech industrial development zones in 1991. It has a planned area of 140 square kilometers and hosts the 4 neighborhoods of Lugu, Leifeng, Dongfanghong, and Baima. The zone boasts superior geographical conditions. It is located in the west center of Changsha City, adjacent to Hunan Financial Center in the east, and Yuelu Mountain University Town in the south. It is a natural scientific and technological achievement transformation area. In the area, the Changsha-Xiangtan West Line, Changsha-Changde Expressway, West Second Ring Road, Third Ring Road (West Line of Changsha Section of Beijing-Zhuhai Expressway) run vertically and horizontally. Metro Line 2, Line 6 and the Changsha-Zhuzhou-Xiangtan Intercity Rail Transit have stations located in the area. There are 43 bus lines that provide access to Lugu Valley. Relying on the advantages of the road network, you can quickly get access to the Changsha-Shaoyang-Loudi, Beijing-Zhuhai, and Shanghai-Ruili Expressways, the 319 (Xiamen-Chengdu) and 107 (Beijing-Shenzhen) National Highways. The high-tech zone is 1 km from the comprehensive transportation hub of Xiangjiang New Area, 3 km from the CPC Changsha Municipal Committee and the People's Government of Changsha City, 7 km from West High-speed Railway Station, 10 km from Changsha Xianing Port, 10 km from Changsha Railway Station, 18 km from Changsha South High-speed Railway Station, and 28 km from Huanghua International Airport.
The zone has formed the "two main and one special" industrial cluster of advanced equipment manufacturing, new generation of information technology (mobile Internet), and new energy and resource-saving and environmentally-friendly industry. Such advantageous industrial clusters as new materials, biomedicine and health, modern service industry, mobile Internet, aerospace, information security, additive manufacturing, new energy equipment, advanced energy storage materials, military-civilian integration, cultural creativity, green and energy-saving, artificial intelligence, blockchain, and other emerging industries are accelerating their agglomeration and vigorous development here.
The Changsha High-Tech Industrial Development Zone is superposed with "three-zones" of the Changsha-Zhuzhou-Xiangtan Resource-saving and Environmentally-Friendly Society Supporting Reform Pilot Zone, the Changsha-Zhuzhou-Xiangtan National Independent Innovation Demonstration Zone, and the national-level Xiangjiang New Area Industrial Core Area.
In June 2022, the provincial Party committee and the provincial government decided to optimize the management system, integrating the three areas of Xiangjiang New Area, Changsha High-Tech Industrial Development Zone, and Yuelu District into one mechanism. The new area is operated according to the "functional area and government administration area in one" mode, so as to realize the comprehensive promotion of industry-city integration, the sharing of resources in the whole area, and the economic and social development of the new area as a whole. It strives to build the new area into a leading area for high-quality development, a new hub for reform and opening up, and a new benchmark for urban construction.
