The Xiangtan High-Tech Industrial Development Zone was established in July 1992 and elevated to the national level in March 2009. In December 2014, it was approved as a Changsha-Zhuzhou-Xiangtan National Independent Innovation Demonstration Zone, with a planning area of 46.8 square kilometers.
In recent years, the zone has followed the principle of building itself into an intelligent manufacturing valley and an independent innovation zone, striving to establish "one valley and four areas". In specific, it will position the "Intelligence Make Valley" as a strategic pivot, accelerate the development of four key areas: the independent innovation demonstration core area, the intelligent manufacturing cluster area, the inland reform and opening up pioneering area, and the pilot area for industry-city integration.
There are more than 5,000 enterprises settled in the zone, including 8 listed enterprises, 21 companies invested by Fortune Global 500 enterprises, top 500 Chinese enterprises, and top 500 Chinese private enterprises and their branches, 60 national and provincial specialized and innovative "little giant" enterprises, 236 large-scale enterprises, and 224 high-tech enterprises. The zone has been awarded 18 national "gold calling cards" such as a national entrepreneurship incubation demonstration base, a national innovation and entrepreneurship demonstration base, a national pilot zone for intellectual property rights powerhouse, and a national innovation demonstration base for industry-education-research cooperation.
The zone boasts distinctive industries. It has established a "two main and one special" industrial system of high-end equipment manufacturing, new materials, and digital economy, with the gross output value of the dominant industries accounting for 80% of the total.
The zone has a comprehensive innovation system. There are 29 national public service platforms, including 4 national key laboratories (enterprise technology centers), 1 national science and technology business incubator, and 3 makerspaces.
The zone boasts a first-class business environment. It has always taken optimizing the business environment as its "No. 1 project". Aiming at "the highest efficiency, the best service, and the most preferential policies", it has been rated as the advanced zone at the business environment assessment of provincial industrial parks and zones for four consecutive times in recent years.
