Cultural Industry

Hunan's cultural industry began to thrive at the end of 1980s. Since then, the province's strengths in publishing, broadcasting and television, and entertainment and performances have emerged as the three key "calling cards" of Hunan Province. Cultural event brands such as the Hunan Art Festival, Yayun Sanxiang (elegant rhythm of Hunan), and Reading Month, have taken shape. Changsha has been designated as the permanent host of the China Golden Eagle TV Art Festival since the first session in 2000.

Hunan's cultural economy leads the country. In 2022, the added value of Hunan's cultural industry reached 250.653 billion yuan, 1.4 times as much as that in 2017 and ranking 9th in the country. Since 2017, the added value of cultural industry has remained around 5% of the regional GDP. This proportion hit 5.27% in 2022, ranking 6th nationwide.

The development trend of the cultural industrial cluster has grown stronger. By the end of 2023, Hunan has 4,197 cultural enterprises above designated size, which ranked 5th in the country and increased by 25.7% compared with the end of 2017. Nationally, Hunan is in the front rank in terms of various main indicators. By the end of 2023, the assets of Hunan's cultural enterprises above size totaled 390.141 billion yuan, ranking 11th around the country. The annual operating income amounted to 315.867 billion yuan, making a total profit of 22.436 billion yuan, both of which ranked 10th nationwide. The Malanshan Video Cultural and Creative Industrial Park, a national-level broadcasting and television industrial park jointly built by the ministry and the province and a "National Cultural Industry Demonstration Park", aims at building itself into China's "V-Valley". In 2023, its business revenue of the audio-video and cultural and creative enterprises above designated size exceeded 20 billion yuan. At present, there are 9 listed cultural enterprises and more than 10 enterprises listed on China's "new third board". The Hunan Publishing Investment Holding Group, including its listed subsidiary--the China South Publishing & Media Group, has been shortlisted for the "Top 30 Chinese Cultural Enterprises" every year. The Mango Excellent Media has also won this honor for five consecutive years since completing its asset reorganization in 2018.

Industrial structure has been optimized and upgraded. From the perspective of cultural industrial categories, in 2023, the ratio of the operation revenue by the businesses over designated size in cultural manufacturing, cultural wholesale and retail, and cultural service sectors was 56.4:11.4:32.2. The cultural service sector grew fast, with its proportion increasing by 11.3 percentage points in five years. From the perspective of cultural industrial structure, the ratio of the revenue by the businesses in core cultural fields and culture-related fields was 44.5:55.5, with the proportion of businesses in the core fields raising by 9.7 percentage points. In terms of the new cultural business modes, the operation revenue by the cultural enterprises over designated size reached 315.867 billion yuan. Among them, businesses in 16 sub-fields with distinctive characteristics of new business modes realized a gross operation revenue of 33.185 billion yuan, an increase of 189.3% compared with 2017, and accounting for 10.5% of the total which marks an increase of 7.2 percentage points.

Cultural consumption has steadily increased. As sustained and rapid economic development, Hunan has achieved continuous progress in new urbanization and steady improvement of people's living standards. The cultural consumption demand among urban and rural residents keeps increasing, and the gap in cultural consumption between these groups is gradually narrowing. In 2023, the per capita expenditure on cultural, educational and recreational commodities and services by urban residents was 4,311 yuan, 131.4 times more than that in 1980, marking an average annual growth rate of 12%. Meanwhile, the expenditure by rural residents was 2,659 yuan, 352.7 times more than that in 1980, marking an average annual growth of 14.6%, 352.7 times that of 1980, with an average annual increase of 14.6%. The proportion of the per capita expenditure on cultural, educational and recreational commodities and services by urban and rural residents in their per capita living expenditure respectively increased from 7.7% and 3.9% in 1980 to 13.9% and 13.8% in 2023.
