The Department of Commerce of Hunan Province is responsible for managing domestic and foreign trade, and international economic cooperation of Hunan Province among other things. Its main responsibilities are:

1.To implement national development strategies and policies on domestic and foreign trade, international economic cooperation, and regional economic cooperation; to draft local regulations and rules, policies and measures, and approaches on domestic and foreign trade, foreign investment in Hunan province, industrial transfer undertakings, foreign assistance, overseas investment, and foreign economic cooperation; and, to study the development trend of economic globalization, regional economic cooperation, and modern distribution patterns and logistics system reform and make proposals.

2. To advance the circulation industry restructuring, guide the reform of circulation enterprises, promote the development of commercial and trade services, and community business, put forward policies and proposals for small and medium-sized enterprises in commerce and trade areas, and boost circulation standardization and such modern circulation modalities as chain store operation, franchising, logistics, and e-commerce.

3. To formulate development plans for domestic trade in the province, foster and develop urban and rural markets, study and put forward the policies guiding domestic and foreign capital to flow to the development of a market system, to guide the program of bulk commodities retail markets and the planning of urban commercial networks and commercial system construction, advance rural market system construction, and organize and implement modern rural circulation networks.

4. To lead the coordination work for rectifying and standardizing market economy order, and formulate policies for standardizing market order; coordinate provincially to break up market monopoly and regional blockage, and regulate commercial and trading enterprises transactions; promote credit building in commerce sectors, give guidance to sales based on business credit, and establish public service platforms based on market credibility; and, supervise and administer special circulation industries according to relevant rules.

5. To organize the adjustment of market of major consumer goods and regulation of the circulation of major means of production, institute an emergency management mechanism for the market supply of life necessities, monitor and analyze market activities and commodity supply and demand, and study and analyze the commodity information to make forecasts, issue early warnings, and provide guiding information. To be responsible for important consumer goods reserve management and market regulation in line with its assignments. To supervise and regulate refined oil distribution in accordance with relevant regulations.

6. To implement the national regulations on managing import & export commodities and processing trade, and catalogues of import and export commodities and technologies; to draft policies and measures for facilitating the transformation of foreign trade growth patterns; to organize the implementation of import and export quota plan of important industrial products, raw materials, and important agricultural products; and, to work with other departments and commissions to coordinate the import and export of bulk commodities, guide trade promotion activities, and the development of the foreign trade promotion system.

7. To execute the national policies pertaining to trade in technology, import and export control, and policies encouraging the export of technology and complete sets of equipment; to push forward the establishment of the standardization system for import and export trade; and, to supervise, according to relevant laws, technology import, equipment import, and export of domestic technologies subject to state export restriction.

8. To lead the efforts to draft development plans for trade in services and carry out relevant work, work with other departments and commissions to formulate and enforce the plans and policies for promoting services export and services outsourcing; and, to facilitate the construction of services outsourcing platforms.

9. To execute multilateral and bilateral (including regional and free trade zones) economic and trade cooperation strategies and policies, and promote economic and trade exchanges and investment and trade cooperation between Hunan and other countries (regions); to lead relevant provincial business sector work involving World Trade Organization affairs, and coordinate economic and trade activities with foreign parties. 

10. To organize and coordinate the work pertaining to antidumping, countervailing, safeguard measures and other issues related to fair trade for import and export; to assist in foreign trade and industry injury investigations in compliance with law; to guide and coordinate domestic efforts in responding to industry security inquires; to coordinate investigations on the concentration of enterprise actions and other relevant anti-monopoly work; and, to guide the anti-monopoly response work for enterprises abroad.

11. To provide general guidance to investment promotion and industrial transfer undertakings in Hunan; to formulate and organize the implementation of investment promotion and industrial transfer undertakings policies; to examine and approve, according to relevant laws, the establishment and change of foreign-invested enterprises; to verify the contracts and statutes of large-scale projects with foreign investment and their major subsequent changes particularly stipulated in relevant legislations; to supervise the enforcement of laws, regulations, contracts, and statutes by foreign-invested businesses; to guide and oversee the provincial efforts in attracting and promoting foreign investment and other business opportunities, as well as the trade performance of foreign-invested businesses; and, to participate in coordinating and guiding the specific work of national and provincial economic and technological development zones.

12. To draft and implement policies and regulations on international economic cooperation, guide and oversee the management of Hunan's overseas contract projects and labor cooperation; formulate and implement the management policies on Hunan outbound personnel employment, and take the lead in protecting the rights and interests of Chinese citizens providing labor services or taking up jobs overseas. To work out administrative measures and specific policies guiding China's outward investment and approve Chinese companies to invest in and set up headquarters overseas (excluding financial companies).

13. To implement China's foreign aid policies and plans, and coordinate and manage Hunan’s efforts in providing foreign assistance; and, to manage funds in the grant aid provided to Hunan province through multilateral and bilateral channels (excluding the grants provided by foreign governments and international financial institutions under the framework of fiscal cooperation) and other development cooperation programs.

14. To implement economic and trade planning and policies for the HK SAR, Macao SAR, and Taiwan region; and, to guide economic and trade cooperation with the HK SAR, Macao SAR, and Taiwan region, and coordinate their investment administration in Hunan.

15. To be responsible for planning, declaring, and relevant approval of all the provincial opening-up ports; to coordinate the management of provincial port work; and, to promote the establishment of a grand customs clearance mechanism.

16. To undertake the work related to the promotion and management of the convention and exhibition industry, and implement the licensing work for holding foreign economic and technological exhibitions in Hunan in accordance with relevant regulations.

17. To handle statistical administration and information publication of Hunan's commercial system, and provide information services; and, to guide the improvement of the information network and e-commerce in Hunan's circulation sector.

18. To undertake other assignments entrusted by the CPC Hunan Provincial Committee and the People's Government of Hunan Province.
