The Department is responsible for managing domestic and foreign trade and international economic cooperation of Hunan Province. Its main responsibilities are:


1.To implement the State development strategies, guidelines and policies on domestic and foreign trade, international economic cooperation and foreign investment; to draft long- and mid-term development plans, regulations and measures accordingly.

2.To investigate and present proposals on reforming the commercial distribution system, foster and develop urban and rural markets, promote the restructuring of the commercial distribution sector and the improvement of such modern distribution modalities as chain-store operation, modern logistics and e-commerce.

3.To study and formulate policies for regulating the market operation and distribution order, breaking up market monopoly and regional blockage; to establish and improve an unified, open market system with orderly competition; to monitor and analyze market activities and commodity supply and demand, organize the adjustment of market supply of main consumer goods and regulation of the distribution of major means of production.

4.To draft local laws and regulations for commodity distribution and service sectors like catering and hospitality businesses, and formulate implementation guides and market rules; to investigate major problems in distribution sector and offer suggestions on policy-making; to supervise and monitor certified pig butcheries; to coordinate cocoon and silk distribution in Hunan; to regulate service sectors like catering and hospitality businesses; to guide the management of end-of-life vehicles and the recovery of renewable resources; to supervise and regulate auction houses, pawn-brokers, lease contractors, used-goods markets, and the distribution of oil and alcoholic products.


5.To implement the State regulations on managing import and export commodities, the catalogue thereof, and tendering policies for import and export quotas; to handle the drafting, issuance and execution of import and export quota plans, and the management of quotas and licences.

6.To execute the State policies pertaining to trade in technology, import and export control, and policies encouraging the export of technology and complete sets of equipment; to push forward the establishment of the standardization system for import and export trade; to supervise, according to relevant laws, technology import, equipment import, export of domestic technologies subject to state export restriction and re-export of imported technologies, and to issue export licenses pertaining to nuclear non-proliferation.

7.To investigate, direct and assist all WTO-related affairs in Hunan's commercial system; to organize and coordinate the work pertaining to anti-dumping, countervailing, safeguard measures and other issues related to import and export; to institute a fair trade early warning mechanism for import and export, and organize provincial industry injury investigations; to guide and coordinate Hunan's efforts in responding to foreign anti-dumping, countervailing, and safeguard investigations and other issues concerned.

8.To provide general guidance to foreign investment in Hunan; to analyze and look into foreign investment developments in Hunan, and participate in drafting development strategies and mid-term and long-term planning for foreign investment; to examine and approve, according to relevant laws, the contracts and statutes of large-scale projects with foreign investment and their major subsequent changes particularly stipulated in relevant legislations; to supervise the enforcement of laws, regulations, contracts and statutes by foreign-invested businesses; to guide and oversee the provincial efforts in attracting and promoting foreign investment and other business opportunities, as well as the trade performance of foreign-invested businesses; to confirm and assess foreign-invested export enterprises and enterprises with advanced technology; to participate in coordinating and guiding the specific work of state and provincial economic and technological development zones.

9.To handle Hunan's foreign economic and technological cooperation efforts; to draft and implement policies and regulations on foreign economic cooperation, guide and oversee the management of Hunan's overseas contract projects, labour cooperation, designing and consulting businesses; to confirm the qualification of and manage enterprises of foreign economic cooperation; to manage economical and technical cooperation between Hunan and international organizations such as UN; to manage in line with its responsibility international economic aid and aid-receiving projects.

10.To implement economic and trade policies as well as mid-term and long-term trade planning for the HK SAR, Macao SAR and Taiwan region; to oversee and guide the trade with the HK SAR, Macao SAR and Taiwan region, and coordinate the administration of their investment in Hunan; to organize economic exchanges and cooperation with the HK SAR, Macao SAR and Taiwan region.

11.To organize promotional activities for domestic and foreign trade, investment invitation and foreign economic and technological cooperation held by the State Ministry of Commerce and the Provincial Government; to direct and coordinate various domestic and foreign trade fairs, exhibitions and investment promotions within and out of Hunan in its name.

12.To handle statistical administration and information publication of Hunan's commercial system, and provide information services; to guide the improvement of the information network and e-commerce in Hunan's distribution sector; to guide the work of associations, societies and other organizations in Hunan's commercial and trade distribution sector.

13.To undertake other assignments entrusted by the Provincial Party Committee and People's Government.
