Process Description
Notice for Foreigners Applying for Port Visas
I. Applicants Eligible for Port Visa Application
If a travel agency organizes inbound tourism in accordance with national regulations, it may apply to the port visa authority authorized by the Ministry of Public Security for a port visa.
II. Method for Applying for a Port Visa
When a tour group applies for a port visa, the organizing and inviting travel agency shall submit the application to the port visa authority.
III. Required Supporting Documents for Port Visa Application
When applying for a port visa, foreigners shall accept inquiries from the port visa authority. If the port visa authority needs to verify relevant information with the registered travel agency, the relevant entity shall cooperate.
To apply for a port visa, the applicant shall submit a valid passport or other international travel document, submit photos that meet the prescribed requirements, as well as the travel agency's invitation letter, itinerary, and name list.
IV. Other Precautions
(1) Upon examination, if the port visa authority finds that the prescribed conditions are met, it shall issue a group tourist visa to the foreign tour group with a single entry validity period not exceeding 15 days and a duration of stay not exceeding 30 days; if the foreigner falls under the circumstances stipulated in Article 21 of the Exit and Entry Administration Law, a visa shall not be issued.
(2) Foreigners holding a port visa may enter the country through all open ports as part of a tour group. Under special circumstances, foreigners shall stay within a restricted area and exit through a restricted port as required by the port visa authority.
(3) When applying for a port visa, foreigners shall pay the visa fee to the port visa authority in accordance with the fee standard prescribed by the state.
Legal Basis
Exit and Entry Administration Law of the People's Republic of China
1. Article 20 of the "Exit and Entry Administration Law of the People's Republic of China" Order of the President of the People's Republic of China [2012] No. 57):
Article 20 Foreigners who need to enter China urgently for humanitarian reasons, or are invited to enter China for urgent business or rush repair work, or have other urgent needs, and hold materials that prove the competent departments' approval of their applying for visas at port, may apply for port visas with the visa-issuing authorities entrusted by the Ministry of Public Security at the ports (hereinafter referred to as “port visa authorities”) which are approved to issue port visas by the State Council.
Travel agencies that organize inbound tourism in accordance with relevant State regulations may apply for group tourist visas from port visa authorities.
Foreigners who apply to port visa authorities for visas shall submit their passports or other international travel documents, as well as relevant information of specific application matters. They shall go through relevant formalities in accordance with the requirements of the port visa authorities, and enter China at the ports where they apply for visas.
Visas issued by port visa authorities shall be single entry and the duration of stay shall not exceed 30 days.
