The Development and Reform Commission of Hunan Province issued an announcement on May 13, approving the admission of five construction projects into the Changsha-Zhuzhou-Xiangtan Ecological Green Heart.
In accordance with Articles 6 and 7 of the Regulations of Hunan Province on the Protection of the Changsha-Zhuzhou-Xiangtan Ecological Green Heart, upon review, the five construction projects meet the requirements set forth in the High-level Protection and High-quality Development Plan for the Changsha-Zhuzhou-Xiangtan Ecological Green Heart (2024–2035).
The five projects are:
Changsha (Yuhua) Pet Paradise (Initial Zone);
Scientific Research Preservation Zone (Phase I) of the National Chinese Medicinal Material Germplasm Resource Bank Preservation Repository (Yandi Herb Garden);
Rural Road Infrastructure Construction Project in Yuping Village, Zhaoshan Town, Yuetang District, Xiangtan City;
Riverside Greenway Construction Project in Zhaoshan Town, Yuetang District, Xiangtan City; and,
Centralized Heating Construction Project in Tianyi Economic Development Zone, Xiangtan City.
Among the projects, the construction of "One Bank, One Repository, and One Center" for the National Chinese Medicinal Material Germplasm Resource Bank is a key project of Hunan Province, and has been included in the "4+4 Sci-tech Innovation Projects," a landmark initiative under the "Three Hubs" strategy. The 5,000-mu (333-ha.) preservation repository is being undertaken by Zhuzhou City, located within the Changsha-Zhuzhou-Xiangtan Green Heart Central Park in Xianyu Town, Hetang District.
According to the Regulations of Hunan Province on the Protection of the Changsha-Zhuzhou-Xiangtan Ecological Green Heart, within the core protection area of the Green Heart, any construction project beyond integrated protection and systematic treatment of mountains, waters, forests, farmlands, lakes, grasslands, and deserts, improvement and transformation of forest form, rural revitalization aligned with the ecological function and positioning of the core protection zone, and the remediation of illegal construction projects and vacant houses shall not be permitted.
Within the integrated development zone of the Green Heart, high-pollution and high-energy-consumption projects, as well as industrial and other construction projects that may cause environmental pollution, are strictly prohibited. The building height and density within the integrated development zone must be strictly controlled in accordance with the Guidelines for Green Heart Landscape Management to prevent excessive urbanization in the zone.
