According to a special press conference held on April 13, Hunan plans to carry out a "650 Initiative" during the 15th Five-Year Plan period (2026–2030). This initiative focuses on six major areas—industrial development, technological innovation, infrastructure, people's livelihood, ecological and environmental protection, and security assurance. A total of 50 major projects will be implemented, with an investment of nearly five trillion CNY, aiming to achieve more breakthrough results and tangible outcomes.
In terms of building a modern comprehensive transportation system, Hunan will strive to achieve the following goals by the end of the 15th Five-Year Plan period:
• Building an aviation network that evolves from "regional connectivity" to "global connectivity," and establishing an air corridor reaching 180 destinations worldwide based on air-rail combined transport, trunk and regional routes coordination, and smooth internal and external connections, so as to make air travel more convenient and efficient;
• Expanding the high-speed railway network coverage from "covering all cities" to "covering all counties and cities" with efficient inter-provincial connectivity and inter-city ring routes, and ensuring that 70% of counties, county-level cities, and districts have access to high-speed railways;
• Ensuring most county towns and townships can reach their nearby expressways within 10 minutes and 30 minutes respectively; and,
• Upgrading rural roads from "accessible" to "safe," with 15,000 km of roads constructed or reconstructed, 30,000 km of roads improved in security, and over 2,000 dangerous bridges renovated.
According to the conference, Hunan's gross domestic product (GDP) reached 5.53 trillion CNY in 2025, ranking among the top ten nationwide. Over the past five years, Hunan's regional innovation capacity rose from 12th to 9th nationally, with the share of advanced manufacturing exceeding 50%, and the number of high-tech enterprises doubling to 18,000.
