14th Hunan Provincial People's Congress Fourth Session Opens in Changsha

The Fourth Session of the 14th Hunan Provincial People's Congress convened at the People's Hall of Hunan Province on the morning of February 3, 2026. Entering the venue with high spirit and full enthusiasm, deputies to the provincial people's congress expressed their commitment to fulfill duties and responsibilities, bearing in mind "the top priorities of the country," "the major plans of the province," and "the expectations of the people." They will embark on the new journey of the 15th Five-Year Plan period, contributing wisdom to achieving the blueprint outlined in the "Three Hubs and Four New Missions" Strategy.


At nine o'clock, Shen Xiaoming, secretary of the CPC Hunan Provincial Committee, director of the Standing Committee of the Hunan Provincial People's Congress, and standing chairperson of the Presidium of the Fourth Session of the 14th Hunan Provincial People's Congress, announced the start of the conference. All the attendees stood up and sang the national anthem.


Shen Xiaoming, secretary of the CPC Hunan Provincial Committee, director of the Standing Committee of the Hunan Provincial People's Congress, and standing chairperson of the Presidium of the Fourth Session of the 14th Hunan Provincial People's Congress, presides over the opening meeting.


There should have been 739 delegates at the meeting, with 714 delegates present. The number of attendants constitutes the quorum.


Wu Guiying, Zhang Jianfei, Yang Haodong, Chen Fei, Hu Xusheng, Zhou Nong, and Wang Xiaoke were executive chairpersons of the presidium. Shen Xiaoming, standing chairperson of the presidium, presided over the opening meeting.


Leaders and senior cadres seated on the rostrum were: Mao Weiming, Du Jiahao, Mao Wanchun, Xie Weijiang, Yang Zhengwu, Wang Keying, Hu Biao, Sui Zhongcheng, Wei Jianfeng, Wang Daoxi, Liu Hongbing, Ma Yongsheng, Lin Jiachun, Yang Weigang, Wang Yi'ou, Jiang Di'fei, Wang Junshou, Chen Jing, Yu Hongsheng, Wang Yiguang, Li Jianzhong, Lai Mingyong, Zhang Jian, Zhang Zhuohua, Hu Weilin, Li Min, Xiao Bailing, Guo Zhenggui, Pan Biling, He Jihua, Zhu Yu, Ye Xiaoying, Hao Xianwei, Wu Jianjun, Dai Yifan, Fan Yulong, Sun Sijing, and Li Jiancheng.


Amid a round of warm applause, Governor Mao Weiming made a work report on behalf of the provincial people's government. The report includes the following four sections:


I. Work Review of 2025 and the 14th Five-Year Plan Period; 


II. Major Targets and Tasks for the 15th Five-Year Plan Period;


III. Work for 2026; and,


IV. Comprehensively Strengthening the All-around Improvement of Government.

The conference voted on the measures for the by-election of the Fourth Session of the 14th Hunan Provincial People's Congress, and reviewed the 15th Five-Year draft plan of Hunan Province for national economic and social development, the report on the implementation of the 2025 plan of Hunan Province for national economic and social development and on the draft plan of Hunan Province for national economic and social development in 2026, and the report on the implementation of the central and local budgets of Hunan Province for 2025 and on the draft central and local budgets of Hunan Province for 2026.

Also present were members of the People's Government of Hunan Province; heads of the Hunan Provincial Supervisory Commission, the Higher People's Court of Hunan Province, and the People's Procuratorate of Hunan Province; some National People's Congress deputies in Hunan; members of the 13th CPPCC Hunan Provincial Committee; heads of relevant provincial departments and organizations, and relevant units of the central government in Hunan; heads of the offices of the People's Government of Hunan Province in other places; some counsellors of the People's Government of Hunan Province; heads of the standing committees of some county-level people's congresses; and representatives of overseas Chinese.


The Consul General and Deputy Consul General of the Consulate General of the Lao People's Democratic Republic in Changsha; the Deputy Consul General of the Consulate General of the Republic of Malawi in Changsha; and, the Director and Deputy Director of the Liaison Office of the Government of the Hong Kong Special Administrative Region in Hunan were also invited to observe the proceedings.
