The Fourth Session of the 13th Hunan Provincial Committee of the Chinese People's Political Consultative Conference (CPPCC) convened at the People's Hall of Hunan Province on the morning of February 2, 2026. CPPCC members from all ethnic groups, sectors, and fronts across Hunan Province gathered in Changsha, brimming with enthusiasm and determination. The members will actively engage in thorough consultations and interactions, fully express their views, and build broad consensus. They will contribute their wisdom and strength to fully support the successful beginning of the 15th Five-Year Plan period, and to write the Hunan chapter of Chinese modernization.
Leaders seated on the rostrum were: Shen Xiaoming, secretary of the CPC Hunan Provincial Committee and director of the Standing Committee of the Hunan Provincial People's Congress; Mao Weiming, deputy secretary of the CPC Hunan Provincial Committee and governor of Hunan Province; Mao Wanchun, chairperson of the CPPCC Hunan Provincial Committee; Wang Yiguang, Li Jianzhong, Lai Mingyong, Zhang Jian, Zhang Zhuohua, Hu Weilin, Li Min, Xiao Bailing, Guo Zhenggui, Pan Biling, and He Jihua, vice chairpersons of the CPPCC Hunan Provincial Committee; and, Deng Qunce, secretary general of the CPPCC Hunan Provincial Committee.
Du Jiahao, deputy director of the Agriculture and Rural Affairs Committee of the National People's Congress, was present on the rostrum.
Also seated on the rostrum were leaders and senior cadres including Xie Weijiang, Yang Zhengwu, Wang Keying, Hu Biao, Wu Guiying, Sui Zhongcheng, Wei Jianfeng, Wang Daoxi, Liu Hongbing, Guo Lingji, Ma Yongsheng, Lin Jiachun, Zhang Jianfei, Yang Haodong, Chen Fei, Hu Xusheng, Zhou Nong, Yang Weigang, Wang Yi'ou, Jiang Difei, Wang Junshou, Chen Jing, Yu Hongsheng, Zhu Yu, Ye Xiaoying, Fan Yulong, Sun Sijing, An Shi, and Wu Jianjun.
Wang Yiguang presided over the meeting.
There should have been 721 members at the meeting, with 699 members present. The number of attendants constitutes the quorum.

On February 2, the Fourth Session of the 13th CPPCC Hunan Provincial Committee opens at the People's Hall of Hunan Province.
Pan Biling, on behalf of the Standing Committee of the 13th CPPCC Hunan Provincial Committee, delivered a report regarding the handling of proposals since the Third Session of the 13th CPPCC Hunan Provincial Committee. Since then, a total of 1,347 proposals were received. Following review, 1,062 proposals were formally accepted and registered for processing, and all 108 responsible units have submitted their respective responses.
