The Action Plan sets the following targets to be met by 2028: Hunan's imports and exports with Africa will reach 80 billion CNY; ten landmark industrial capacity cooperation projects will be developed focusing on 12 key African countries; and, one or two China-Africa "Two Countries, Twin Parks" model projects will be launched. Hunan will steadily increase trade volume with Africa, continuously improve investment performance in Africa, significantly enhance the outward orientation of its competitive industries, and basically establish a service system for economic and trade cooperation with Africa.
The Plan focuses on six competitive industries—mining, automobiles and auto parts, construction machinery, medical devices, modern agriculture, and green energy, clearly defining differentiated expansion paths for each sector and providing a full-chain, actionable roadmap for implementation.
In the mining sector, the Plan aims to improve supporting facilities for projects in Africa, expand resource backhaul, boost exports of mining equipment, mineral processing auxiliaries, and energy equipment, advance the construction of mining testing laboratories progressively, and establish an exploration investment fund for mining in Africa.
In the automobiles and auto parts sector, the Plan seeks to expand the export of knocked-down (KD) parts, tap into the ride-hailing market in key countries, and scale up used car exports.
In the medical device sector, the Plan envisions a domestic, international dual-platform collaborative operation model, facilitate market access certification and local sales channel development, and establish China-Africa friendship hospitals to promote the export of medical equipment and consumables.
In the construction machinery sector, the Plan aims to align with major infrastructure and mining projects undertaken by Chinese-funded enterprises in Africa, and expand exports of branded machinery, as well as remanufactured construction machinery.
In the modern agriculture sector, the Plan calls for establishing integrated centers in Africa for the sales, distribution, and after-sales service of agricultural machinery, and concurrently fostering integrated production-trade projects, pursuing a coordinated expansion of exports of competitive products and imports of specialty agricultural products from Africa.
In the green energy sector, the Plan boosts coordinated development between the new energy industry and Chinese-funded projects in Africa, strengthens engagement with relevant African departments, industry associations, and project operators, and supports the development of integrated investment, construction, and operation (ICO) projects.
To address current pain points and challenges in Hunan's economic and trade cooperation with Africa, the Plan sets out specific tasks in several key areas including industrial layout, business entities, supporting services, cooperation models, and coordination mechanisms, to systematically promote the transformation and upgrading of cooperation models. For example, Hunan will support enterprises in building production bases, exhibition and sales centers, and maintenance and spare parts centers in Africa, so as to enhance localized operations and build core competitiveness in local markets. It also implements a categorized cultivation mechanism to establish a tiered business entity structure featuring "leading enterprises as guides, backbone enterprises as supporters, and small, medium, and micro enterprises as followers." Furthermore, the province will coordinate full-chain support covering overseas supporting facilities, cross-border logistics, financial services, and think tanks, while gradually improving new barter trade models with Africa to create a closed-loop cooperation chain of "equipment export-capacity enhancement-product backhaul."
