"No student will be denied an education due to financial hardship"—this is Hunan's unwavering commitment to education! In 2024, this commitment delivered an impressive report card.

A total of 10.085 billion CNY in financial aid has been effectively distributed, benefiting 6.9375 million students. The policy of "three comprehensive coverages"—covering all educational levels, both public and private schools, and students from economically disadvantaged families—has been thoroughly implemented. Recently, Hunan released its first "Hunan Student Financial Aid Development Report (2024)," using tangible results to firmly support the educational aspirations and confidence of every student facing financial hardship.

Comprehensive Safety Net for All Educational Stages

Strengthening the "Three Comprehensive Coverages" Safety Net

The Eighth "Beautiful Charity" Scholarship Award Ceremony was held in Huangjiaping Village, Xiehe Township, Wulingyuan District, Zhangjiajie in late August 2025. Xiang Jia, who had just been admitted to Hunan Medical University, shared her thoughts, "This scholarship means a great deal to me and my family. It has eased our financial burden and, more importantly, made me feel the care of my hometown."

Xiang Jia's experience is a vivid illustration of how the comprehensive student aid network provides targeted support. Today, Hunan has established a six-pronged aid system comprising "scholarships, grants, loans, work-study programs, fee waivers (or reductions), and subsidies," extending its support across the entire education spectrum. 

Comprehensive coverage has been achieved in basic education. In preschool education, tuition and care fees have been waived for rural left-behind children, and living allowances have been provided. In compulsory education, the "two exemptions and one subsidy" policy has been fully implemented, and targeted financial assistance is provided to students with special needs through a "one student, one plan" approach. At the high school level, financial aid policies have been combined with the exemption of tuition and miscellaneous fees and the provision of free textbooks to effectively alleviate the financial burden on low-income families.

Financial support for vocational education is also continuing to increase. In 2024, Hunan Province provided financial aid to 2.085 million vocational education students, with 2.513 billion CNY in funding helping young people change their destinies through skills training. 

Chen Yuting, a student at Changsha Preschool Education College, was raised by her grandparents from a young age. Due to financial hardships, she missed out on further education twice, but ultimately realized her dream of attending college with the help of a government-backed student loan. "It was the student loan that gave me this opportunity!" Her heartfelt words echo the sentiments of countless students whose paths to higher education have been illuminated by financial aid policies.

To ensure a smooth transition for new students, Hunan has implemented measures such as the "Zihui Plan" for travel expense subsidies and the "Green Channel." In the fall semester of 2024, 86,400 new students were able to enroll in school under the "enroll first, pay later" policy. Additionally, 5.5552 million CNY in emergency assistance funds provided timely support to students facing sudden hardships.

Empowering Through Aid 

From Financial Assistance to Empowering Growth 

The significance of financial aid goes far beyond mere monetary support. In Hunan, the philosophy of "nurturing students through financial aid and inspiring their intellect through love" is consistently upheld, ensuring that every grant serves as a "catalyst" for students' growth. 

The transformation of Yang Wenxian, an amputee student at the University of South China, is the best proof of this. Having endured family hardships and illness during his childhood, he entered university with the help of a government-backed student loan. With the support of the university, he not only achieved outstanding academic results but also dedicated himself to public service, earning the title of "China's Self-reliance Star Among College Students." He said, "This financial aid gave me a new lease on life, and I want to pass that warmth on to others." 

Chen Yangyang, a student at Central South University of Forestry and Technology, hails from a remote mountain village and completed his studies with the help of student loans and financial aid. Turning his gratitude into motivation, he has achieved outstanding results in academic competitions, participated in numerous research projects, and published papers in core journals.

Stories of growth like this are not uncommon in Hunan's universities. In 2024, 88,000 students across the province received various scholarships and grants, while even more students improved their lives through work-study programs.

The involvement of social forces has made the network of compassion even stronger. In 2024, provincial-level social donations for student aid reached 185 million CNY: Hengyang City's "September 8" Student Aid Day raised over 8 million CNY to support more than 9,000 students; Hunan Normal University raised 1.864 million CNY to assist 584 students; and  the University of South China established 27 student aid programs, raising 2.3147 million CNY to benefit 820 students… 

In her thank-you letter, scholarship recipient Wu Min wrote, "This financial aid has made me realize that there are many people working to support our future." 

Digital Empowerment

Making Financial Aid More Targeted and Efficient

In the big data era, Hunan has leveraged digital reforms to enhance the precision and efficiency of its financial aid programs, ensuring that every piece of aid is spent where it is most needed. The widespread implementation of the "Hunan Intelligent Financial Aid Platform" and the "One-Card" transparent approval system for fiscal subsidies for education, public welfare, and agriculture has enabled the entire process—from application to review and disbursement—to be handled online.

In the Greater Western Hunan region, Xiao Jia urgently needed money because her father was hospitalized. She submitted an application for emergency assistance via her phone and received the funds in just three working days. "No need to run around—just a few taps on my phone solved a big problem."

Innovative practices across Hunan Province have also given rise to a replicable "Hunan Model": Changde's "Six Stages and 14 Steps" quantitative assessment method combines big data analysis to enhance the accuracy of financial aid; Yongzhou has rolled out the "Targeted Service System for Educational Financial Aid," which efficiently identifies students in "thirteen categories" of extreme financial need, thereby improving the quality and speed of financial aid services. Furthermore, Hunan took the lead nationwide in issuing a negative list for student financial aid, establishing 20 "red lines" to strengthen the framework for standardized management.

A spokesperson from the Department of Education of Hunan Province stated that, forging ahead, Hunan will establish a "Intelligent Financial Aid" model, pilot "AI-powered eligibility assessment," and expand the scope of financial aid reforms in early childhood education. Through a more comprehensive, targeted, and compassionate financial aid system, Hunan aims to ensure that every student facing financial hardship can pursue their dreams under the light of education.
