Four Provincial Departments Jointly Issue Document to Support University Student Entrepreneurship Incubation Base Construction

Recently, the Department of Human Resources and Social Security of Hunan Province, the Department of Science and Technology of Hunan Province, the Hunan Provincial Department of Finance, and the Administration for Market Regulation of Hunan Province jointly issued the "Several Measures on Supporting the Construction of University Student Entrepreneurship Incubation Bases" (hereinafter referred to as the "Measures"), which take effect from August 1, 2025 and remain valid for three years. The Measures stipulate that university student entrepreneurship incubation bases with reasonable layouts, comprehensive functions, and standardized operations will be established. By the end of 2027, the total number of entrepreneurship incubation carriers in the province is expected to stabilize at around 700, of which approximately 300 will be able to provide entrepreneurship services for university students. Hunan Province is projected to incubate about 5,000 university student entrepreneurship projects annually.


According to the Measures, university student entrepreneurship incubation bases are classified into three categories based on their service functions: "space"-type incubation bases provide basic services, including certain office spaces, living amenities, entrepreneurship activities, training, administrative agency services, and management consulting. "Platform"-type incubation bases offer specialized services, focusing on providing university students with experimental platforms and testing conditions for entrepreneurship. "Investment"-type incubation bases provide investment and financing services, concentrating on areas such as patents, finance, and industry to facilitate the rapid growth of entrepreneurial entities. In addition, around ten vertical-field university student entrepreneurship incubation bases will be established with a focus on key industrial chains.


The Measures specify that from 2025 to 2026, 30 provincial-level university student entrepreneurship incubation bases will be recognized each year. Those designated as provincial-level bases will receive a one-time cultivation reward and subsidy, with amounts of 400,000 CNY, 500,000 CNY, or 600,000 CNY depending on the base's functions. For provincial-level bases piloting vertical-field development, an additional one-time pilot reward of up to 200,000 CNY per base will be provided. At the same time, those meeting the relevant regulations for provincial-level university student entrepreneurship incubation bases will be eligible for subsidies and allowances. For qualified incubated projects and entrepreneurs, priority support will be given in areas such as entrepreneurship training, guaranteed entrepreneurship loans, and one-time entrepreneurship subsidies. Furthermore, cities, counties, and districts may set their own standards for supporting university student entrepreneurship incubation bases and vertical-field incubation bases, as well as corresponding reward and subsidy standards, based on local conditions.


How is the amount of reward and subsidy funds determined? An official from the Department of Human Resources and Social Security of Hunan Province provided an example: Bases A, B, and C were all recognized as provincial-level university student entrepreneurship incubation bases in 2025. Based on their functions and services, they are categorized as "space" + "platform" type bases, each eligible for a one-time cultivation reward of 500,000 CNY. Among them, Base B, which meets the criteria for conducting vertical-field incubation around the provincial key industrial chains, can receive an additional one-time pilot reward of no more than 200,000 CNY. Base C, which has attracted university student entrepreneurship projects, helped register them as market entities, and driven a group of university students to start businesses and find employment with positive results, can apply for entrepreneurship service subsidies according to relevant regulations.


Regarding the use of scientific research facilities and instruments, the Measures propose that for those listed on the Hunan Provincial Open Sharing Service Platform for Scientific Research Facilities and Instruments, the managing units should support university student innovation and entrepreneurship teams or individuals in using them for scientific research and technological development activities. Fees for providing open sharing services for scientific research facilities and instruments may be charged based on the principles of cost recovery and non-profit principles.


The Measures also propose specific initiatives for connecting entrepreneurship resources, building exchange and collaboration platforms, and improving online service functions.
