Hunan Industrial Parks and Zones Build Diversified Support Systems

Hunan recently introduced the "Several Policy Measures to Vigorously Support College Student Entrepreneurship." Industrial parks and zones across Hunan are making efforts in areas such as policy packages, financial support, service upgrades, and business incubation to accelerate the nurturing of "golden seeds"—promising early-stage startups.

With just three screens and a steering wheel, miners can operate underground mining vehicles from air-conditioned rooms on the surface. This is a new product developed by the team led by He Yao, a graduate of Hunan University. It reduces the latency of remote driving systems and unmanned mining vehicles to less than 0.03 seconds. Growing up in a mining area, He Yao, driven by the mission to "keep miners away from danger," formed a team with fellow alumni from Hunan University and embarked on a three-year journey in Changsha to tackle the challenges of remote driving technology.

He Yao, general manager of Changsha Fison Technology Co., Ltd., said, "We initially worked from a café, ordering just one cup of coffee a day, and couldn't even afford a printer. We faced significant challenges, especially with venue funding and market resources. The Xiangjiang New Area provided active support, enabling us to move forward with our entrepreneurial journey."

The Xiangjiang New Area College Student Innovation and Entrepreneurship Park is one of Hunan's first incubation bases for college entrepreneurs. This year, He Yao actively applied for admission, and the park's policy package not only provided them with free exhibition space, rent and utility reductions, and customer resource matchmaking, but also helped them secure over 2 million CNY in funding from sources like the Hunan Provincial College Student Venture Capital Fund and the "Liu Zhi Action." Currently, He Yao's team is applying for ten invention patents, with the park's intellectual property team providing full-process guidance and support. By now, they have partnered with SANY and Huawei, delivering nearly 1,000 products.

Xiong Wei, operation manager of the Xiangjiang New Area College Student Innovation and Entrepreneurship Park remarked, "We have implemented a targeted support model, offering in-depth guidance throughout the project lifecycle, including strategic planning, technical breakthroughs, market expansion, and financing mentoring, tailored to the needs of the startup, growth, and maturity stages. Currently, the park has attracted 60 college student entrepreneurial teams."

To attract college student entrepreneurs, the Yiyang High-tech Industrial Development Zone introduced its "Ten Policy Measures to Support College Student Entrepreneurship" in April. Through a combination of measures such as space guarantees, financial support, and living amenities, it aims to bolster college students' innovation and entrepreneurship. Thanks to the policy package from the zone, Cao Liang's team successfully joined the incubation base in June, gaining access to dedicated office space and enjoying three years of zero-cost entrepreneurial support. Their research and development of a 20 kg agricultural drone, equipped with an AI intelligent flight system and a high-precision payload platform, is now being applied in the low-altitude economy sector for agricultural plant protection.

Cao Liang, founder of Xingyue Aviation Technology Co., Ltd., said, "The high-tech zone provided not only office space but also solved the team's housing issues. This tangible support allows us to focus entirely on technological research and service improvement."

As of mid-July, the province had a total of 415 business incubation bases, hosting 2,494 college student entrepreneurial projects, an increase of 21.2% compared to the beginning of the year.

Mao Biao, head of the Entrepreneurship Service Department at the Hunan Provincial Employment Service Center added, "We will enhance platform support by fully mobilizing and integrating the superior resources of universities, enterprises, and industrial parks and zones, improving the quality of incubation base construction, and fostering a healthy entrepreneurial ecosystem for entrepreneurs."
