Hunan Province Selects "Top 10" Cases of Business Environment Reform and Innovation
The province-wide selection of "Top 10" cases of business environment reform and innovation, organized by the Development and Reform Commission of Hunan Province, has been completed. The results will be officially released at the "AI + Business Environment" Forum of the 2025 Internet Yuelu Summit, as was learned on September 14, 2025.
In recent years, Hunan Province has been continuously building a market-oriented, law-based, and internationalized first-class business environment, further polishing the "Invest in Hunan" brand and the well-known slogan of "Being in Hunan, Business is Easy." To comprehensively review and summarize the good experiences and practices in business environment development and fully leverage their exemplary and leading roles, the Development and Reform Commission of Hunan Province selected the ultimately released "Top 10" reform and innovation cases from numerous innovative practices in the business environment field emerging across various regions and sectors of the province. Processes have been gone through including grassroots recommendation, expert review, and public evaluation.
The "Top 10" cases are:
- Changsha City developed a new business format for the entire industrial chain of remanufacturing and export of Chinese construction machinery;
- Liuyang City deepened the reform of collective construction land market entry to solve land-use difficulties for micro, small, and medium-sized enterprises;
- Xiangtan City focused on the needs of innovation entities to create a new "one-stop" intellectual property service model;
- Yueyang City innovated the customs clearance mechanism for imported medicinal and edible homologous commodities to remove bottlenecks, reduce costs, and empower industrial development;
- Jinshi City advanced technology-finance reforms to build a virtuous cycle ecosystem of "technology-industry-finance";
- Yiyang City took the national lead in implementing acceptance-based exemption inspections for ship surveys;
- Chenzhou City carried out the "synchronized approval and supply" land supply reform to create a new model for industrial project implementation;
- Longshan County of Xiangxi Tujia and Miao Autonomous Prefecture optimized cross-regional coordination mechanisms to improve regulatory quality in the border areas of Hunan, Hubei, and Chongqing;
- Hunan Provincial Tax Service leveraged digitalization to establish a new normal for tax services; and,
- State Grid Hunan Electric Power Co., Ltd. comprehensively enhanced the level of "access to electricity" services through "industrial park-grid co-construction."
The cases cover multiple fields including opening-up, factor support, government services, rights protection, and comprehensive regulation, presenting in a concentrated manner the new ideas and measures for optimizing the business environment in Hunan Province.
A responsible official from the Development and Reform Commission of Hunan Province stated that the "Top 10" cases fully demonstrate these units' innovative and reform-minded thinking, their courage to take on responsibilities, and their sincerity in serving enterprises. They provide replicable and promotable practical samples for optimizing the business environment across the province, and it is hoped that all regions and departments will study, absorb, and draw lessons from them earnestly. Guided by the directives of the provincial Party committee and the provincial government, the entire province will stay committed to the goal of building a market-oriented, law-based and world-class business environment, make persistent and sustained efforts, and strive to develop the business environment into a bright calling card for Hunan's high-quality development and a "golden bowl" that benefits future generations.
