Covering manufacturing transformation and upgrading, future biomanufacturing, BDS applications, and clean energy applications
The National Development and Reform Commission recently announced the first batch of 136 national-level landmark major application scenarios, of which 90 are led by provinces (including autonomous regions and municipalities). Four projects from Hunan Province were shortlisted, covering such fields as manufacturing transformation and upgrading, future biomanufacturing, BeiDou Navigation Satellite (BDS) applications, and clean energy applications.
The "Steel Scenario Factory" project is driven by the green-intelligent integration of the Hunan Valin Lianyuan Iron & Steel Co., Ltd. (LY Steel). Based on LY Steel, the project brings together high-quality capable enterprises, universities, and research institutes such as CRRC Zhuzhou, CATL, Huawei, Northeastern University, and Central South University to collaborate on the initiative. Centering on four directions—new R&D, manufacturing, logistics, and low-carbon—it equitably opens core production equipment localization replacement and intelligent application scenarios. The project involves a plant area of over 10 square kilometers with logistics corridors of over 211 kilometers, providing a full-process, full-scenario open verification platform for the implementation of new technologies and products. It builds a virtuous cycle of "scenario opening—technology verification—progressive optimization—large-scale promotion," creating the first full-process, full-chain, fully open "scenario factory" in the domestic steel industry. This provides a full-process open sample for key state-owned enterprise scenarios in the steel industry, assisting the national steel and metallurgy industry continuously enhancing international competitiveness.
The "enclave R&D + local transformation" collaborative scenario project of the Changde synthetic biomanufacturing industry focuses on the frontier directions of future biomanufacturing, with "one center and three bases" as the core carrier. The "one center and three bases" refers to the innovation center of Hunan University of Arts and Science, the pilot base of the Changde Economic and Technological Development Zone, the acceleration plant of the Jinshi High-Tech Zone, and the industrial base of Anxiang County. The project coordinates with enterprises, institutes, and academic teams, mainly targeting four directions—medicine, agriculture and food, materials, and ecological environment. It highlights key links such as synthetic biology concept verification, technical engineering, pilot-scale testing and scale-up, commercial application, and the cultivation of emerging industries. The project equitably opens 23 small-scale scenarios to build a four-level verification system of "pre-research at enclave—small-scale test in center—pilot test at base—mass production in zone." It builds an open comprehensive test field for the needs of the synthetic biomanufacturing industry, becoming a national-level synthetic biomanufacturing innovation hub and a core engine of regional new quality productive forces.
The Zhuzhou city-wide and full-scenario BDS applications project targets the building of China's first "scenario verification city" for BDS applications, centering on common application needs. The project is applied in fields such as low-altitude economy, smart travel, emergency safety, and smart agriculture. It fairly opens 135 BDS application scenarios—including unmanned driving, smart business districts, and unmanned sanitation—to research institutes and large, medium, and small technology enterprises nationwide. The project provides a fully open software and hardware verification environment, covering the entire Zhuzhou region and the "sky, space, land, and water" full domains. The BDS-related industrial scale in the core area of the project has exceeded 23 billion CNY. It will explore feasible implementation paths for Hunan's goal of achieving the 100-billion-CNY BDS industry by 2027 and the national goal of achieving one-trillion-CNY BDS industry by 2030.
The cross-regional multi-province linked clean energy corridor logistics scenario project addresses the demand for diversified clean energy applications and the large-scale replacement of fossil energy. Five provinces and one autonomous region—Guangdong, Hubei, Hunan, Jiangxi, Guangxi, and Anhui—jointly explore a full-chain collaborative mechanism for non-electric utilization of clean energy. The project will build a multi-province coordinated clean energy corridor with a total mileage of over 7,600 kilometers, and select certain road sections to verify the business model of unmanned heavy-truck transportation. It will create a full-process sample of cross-regional multi-province linked scenario collaborative opening.
