Hunan to Implement Urban Renewal Resources (Projects)

A press conference on urban renewal resources (projects) of Hunan Province was held in Changsha on June 17, 2026. Representatives from various sectors gathered together, with the aspiration of building a modern city of the people with Hunan characteristics featuring "both poetic charm and vibrant urban life." At the conference, the Hunan Provincial Department of Housing and Urban-Rural Development centrally unveiled 133 key renewal areas and 2,478 projects to be implemented recently, with total project investment reaching 221.5 billion CNY.

During the "14th Five-Year Plan" period (2021-2025), the province started a total of 27,000 urban renewal projects, completing investments exceeding 380 billion CNY. Multiple innovative practices such as urban health assessments and full-fledged community development have been promoted by the Ministry of Housing and Urban-Rural Development. On this basis, Hunan has established a relatively complete "1+N" urban renewal policy system. It was revealed at the conference that during the "15th Five-Year Plan" period (2026-2030), the province's urban renewal sector is expected to drive investments of approximately one trillion CNY, with an average annual investment scale of 200 billion CNY.

The 133 key areas cover all 13 cities and one autonomous prefecture in Hunan Province, classified into six major types of residential areas, commercial areas, industrial zones, historical and cultural blocks, contiguous infrastructure areas, and comprehensive zones. The 2,478 projects span eight major fields, including the renovation of old residential communities, urban village remediation, historical and cultural preservation, infrastructure upgrades, and cultural tourism integration.

At the conference, cities such as Changsha, Zhuzhou, Yueyang, Hengyang, and Zhangjiajie took the stage to promote their local key renewal areas. Among them, Changsha's urban renewal experience attracted significant attention, with its pioneering "Six-step Work Method" being promoted by the United Nations, and 12 innovative experiences such as "No Renewal Without Check-Ups" being included in the Ministry of Housing and Urban-Rural Development's replicable list. Key areas promoted on site were the Hunan Museum-Hunan Martyrs Park area, Changsha Railway Station area, the Yueyang Tower historical and cultural preservation and utilization area, and the Qingshuitang 1956 industrial heritage site.

Following the entire chain of "planning, investment, construction, and operation," multiple enterprises, including the Hunan Provincial Architectural Design Institute and the China Construction Fifth Engineering Bureau, shared renewal experiences based on practical cases. Among them, the Enjoy More project, jointly developed by the China Construction Fifth Engineering Bureau and the Yuhua District People's Government, has become a typical example of urban renewal with its dual-driven model of "ecological governance + commercial operation." The Guitang project innovatively created composite consumption scenarios such as the "Guitang Box," effectively activating idle urban spaces and continuously unleashing urban vitality.
