Yueyang Chenglingji Comprehensive Bonded Zone

The Yueyang Chenglingji Comprehensive Bonded Zone was established in July 2014 following approval by the State Council. With a planned area of 2.07 square kilometers, it began operations in August 2016 and has now fully passed national inspection, making it the first comprehensive bonded zone in Hunan Province to complete the second-phase inspection. Located at the intersection of multiple national strategic initiatives, including the "Belt and Road" and the "Yangtze River Economic Belt," the zone coordinates its development with the Chenglingji Export Tax Rebate Port of Departure and the designated ports for imported meat, automobiles, and grain. The zone is positioned as a new type of comprehensive bonded zone integrating domestic and international trade, featuring bonded processing, logistics, and services, as well as the exhibition and trading of import and export goods. It focuses on developing key industries such as electronic information and intelligent manufacturing, imported grain processing, imported meat processing, imported natural rubber processing, and the exhibition and trading of import and export goods. 


In recent years, the Chenglingji Comprehensive Bonded Zone has thoroughly implemented the strategic initiative of "innovation-driven opening up and development," achieving remarkable results in the development of open economy. The zone currently hosts 247 registered enterprises and has achieved a cumulative import and export trade volume of over 17 billion USD. It boasts one of the comprehensive bonded zones in Hunan Province with the highest growth rate in foreign trade and the fastest pace of project implementation. The zone has successively secured special policies such as bonded processing of imported grain, processing within the zone by enterprises outside the zone, comprehensive pilot programs for parallel imports of automobiles, pilot programs for general VAT taxpayer status, and the cross-border e-commerce comprehensive pilot zone. It has been recognized as an outstanding zone for open economy development in Hunan Province in both 2017 and 2018, and as one of the top ten foreign trade zones provincewide in 2019. Within three to five years, the zone is set to become Hunan's core platform for the "Belt and Road" Initiative integration and a comprehensive bonded zone that leads the province and ranks first-class in China.
