At the forefront of Hunan Province's opening-up to the south, the Chenzhou Area of China (Hunan) Free Trade Zone and the Chenzhou High-Tech Industrial Development Zone are leveraging the electronic information industry as a "powerful engine" to build an industrial ecosystem characterized by a concentration of Taiwanese investment, a well-developed industrial chain, and vibrant innovation. As a strategic hub for Hunan Province's economic and trade cooperation with Taiwan, the zone leverages the advantages of its national-level high-tech zone platform. In the first quarter of 2025, the output value of the electronic information industry grew by 5.4% year-on-year, with high-value-added products accounting for 42% of the total. A high-quality development landscape, where "policies empower industries and Taiwanese investment revitalizes supply chains," is gradually taking shape.
Stepping into the production base of Delta Electronics for new energy vehicle core components, one sees intelligent production lines running at full capacity, with products such as DC cooling fans and magnetic components rolling off the assembly line in an orderly fashion. Established in 2007, the company has made cumulative investments exceeding 185 million USD. Its project Phase III, launched in 2022 with an additional investment of 350 million CNY, focuses on DC cooling fans and magnetic components. The products are already supplied to international automakers such as BMW and Mercedes-Benz, and the company is expanding its global market presence through the Belt and Road Initiative. In the first quarter of 2025, the company's output value exceeded 300 million CNY, with an estimated additional output value of 7 billion CNY over the next three years. "From factory construction to equipment procurement, the zone's comprehensive 'nanny-style' service has allowed us to operate without any worries," said a Delta Electronics executive. This sentiment reveals the key to Taiwanese enterprises taking root in Chenzhou: the zone's precise alignment of policy support and resource coordination, which provides strong backing for companies to seize the initiative in the new energy sector.
GiantSun Power, another company that has made a "spectacular turnaround" thanks to policy support, is transitioning from traditional power supply manufacturing to the new frontier of smart home technology. Notably, its joint venture with Anker Innovation—a project with an annual production capacity of two million smart robotic vacuum cleaners—has entered the initial mass production phase. Leveraging the industrial zone's comprehensive industrial chain support and standardized factory facilities, the company achieved sales of 850 million CNY and exports of 12 million USD in the first quarter of 2025. With new projects coming online this year, the company expects to achieve sales of 4–5 billion CNY and exports exceeding 100 million USD in 2025. Speaking about the company's development, Yang Jiapeng, chairperson of GiantSun Power, said confidently, "From traditional power supplies to smart home products, every step of our upgrade has been made possible by the zone's targeted support. The zone offers substantial policy incentives and comprehensive talent support. We have grown step by step from a small factory to a company capable of collaborating with industry giants—the zone has been our strongest backing."
Using leading enterprises as a "magnet," the zone has innovatively implemented a strategy of "attracting investment through existing businesses" and "chain-based investment promotion." By focusing on the needs of leading companies such as Delta and GiantSun Power, the zone has attracted more than 10 supporting enterprises, including Changxin Packaging and Hechuang Plastics, thereby forming a complete industrial chain ranging from electronic components to finished product assembly. Serving as a key platform, the Taiwan Youth Innovation and Entrepreneurship zone has established 270,000 square meters of industrial space through a "one zone and multiple zones" model. Equipped with R&D centers, industrial funds, and other essential resources, it has successfully incubated key technology projects such as Caixian's LCD modules and Heyu's OLED lamination. Currently, the zone has attracted 36 Taiwanese-funded enterprises and supporting businesses above a certain scale. In the first quarter of 2025, the Taiwan Industrial zone achieved revenue of 953 million yuan, representing a year-on-year increase of 6.8%. The cluster effect of “attracting one, driving a chain, and radiating an area” continues to manifest.
In the process of deepening cross-strait integration, the park pioneered the "Morning Tea and Evening Chat" government-business dialogue mechanism, which has cumulatively resolved more than 200 issues faced by Taiwanese enterprises—such as labor shortages and financing difficulties—and facilitated over 500 million yuan in mutual procurement among 45 upstream and downstream enterprises, thereby fostering an "intra-park circulation" ecosystem. By precisely implementing the "31 Measures” and “26 Measures” for Taiwanese enterprises, the park has further innovated by introducing a "green channel" for children’s education, giving rise to "Most Beautiful Park Figures" such as Yang Jiapeng of Jusheng Electronics and Liu Ying of Delta Electronics. The head of the Taiwanese Business Association stated: “This place combines the vitality of institutional innovation from the pilot free trade zone with the advantages of industrial clustering in the high-tech zone, making it the best springboard for Taiwanese enterprises to integrate into the dual circulation.”
Moving from "breakthroughs in individual sectors” to "building momentum through clusters," the Chenzhou Pilot Free Trade Zone and High-Tech Zone are setting their sights on the goal of establishing a 100-billion-yuan electronic information industry cluster, while accelerating their expansion into new growth areas such as new energy vehicle electronics and smart home devices. As the policy dividends of the pilot free trade zone continue to unfold, this vibrant region—entrusted with the mission of industrial integration across the Taiwan Strait—is leveraging institutional openness as a catalyst to efficiently aggregate key resources such as policies, capital, and talent. It is writing a new chapter in “Chenzhou-Taiwan cooperation” and providing a vivid example of how Hunan can establish itself as a hub for reform and opening-up in inland China.
