Hunan Province established a friendship province-oblast relationship with Ulyanovsk Oblast, Russia on May 4, 2009.

Ulyanovsk Oblast, with Ulyanovsk City as its capital, is part of the Volga Federal District (VFD). Located on the East European Plain in the middle reaches of the Volga River, and at the industrial and population center of the district, Ulyanovsk Oblast has become a major transport and logistics hub for Russia and beyond. Its capital Ulyanovsk City lies 875 kilometers from Moscow.

Ulyanovsk Oblast is a major transport hub for air routes, railways, and roads from all directions across Russia. It is a key gateway along the Volga River connecting Europe, Central Asia, the Near East, and China.

Ulyanovsk Oblast has a well-developed industrial sector, with machine manufacturing as a pillar sector, accounting for 50% of the manufacturing sector and covering aircraft, automotives, machine tools, heavy energy machinery, and transport machinery. It is currently the largest civil aircraft producer in Russia, with a number of major manufacturers including the Ulyanovsk Automobile Plant and the Aviastar-SP which produces Tu-204 passenger airliners, Il-76MD-90 transport aircraft, and Il-78M-90A aerial refueling tankers.

Hunan Province is the hometown of Mao Zedong, and Ulyanovsk Oblast is the hometown of Vladimir Lenin. Bound by this shared legacy, the two regions have established a friendship province‑oblast relationship and have carried out a wide range of exchanges in culture, tourism and sports. Furthermore, both Hunan Province and Ulyanovsk Oblast are members of the cooperation council between the upper and middle reaches of the Yangtze River and the Volga Federal District.
