Providing no less than 100 youth stations, establishing 100 high-quality youth-run shops, and creating no fewer than 200,000 jobs for young people annually... Hunan Province recently issued its 15th Five-Year Plan for Youth Development. The Plan turns young people's "wish list" into a detailed "service list" for implementation, safeguarding their growth and development in Hunan.

The Plan features five special sections and specific goals in 10 core areas, focusing on the urgent difficulties and pressing concerns widely shared by young people, such as entrepreneurship and employment, housing, marriage and child-rearing, and education and growth. It maps out four major projects—"Youth Spirit-casting," "Revitalizing Hunan with Youth Strength," "Youth Care," and "Youth Core Strength Development."

"Where can I stay on my first night after arriving in Hunan to start a new life?" The Plan focuses on housing security, addressing the "first step" challenge for young people coming to Hunan. At present, the province has built 91 youth stations on an ongoing basis, providing 3,734 beds and serving 66,000 visits by young people. By 2030, the province will have built no less than 100 youth stations and no fewer than 10,000 government-subsidized apartments for young people (for rent and for sale).

"Where to go for leisure after work?" Focusing on improving quality of life, the Plan clearly proposes cultivating and developing the youth economy. It will explore an integrated development model of "youth spaces + youth-run shops." Each year, the province will serve no less than 300 youth shops, help develop about 100 high-quality youth shops, and provide targeted support to about 10 model projects, offering policy matching, guidance and training, financial support, and media promotion services for targeted empowerment.

"What if I want to start a business but have neither resources nor connections?" Hunan is making every effort to build itself into an ideal destination for college student entrepreneurship. By 2030, all college students will take entrepreneurship courses, and no less than 90% of college graduates will get employed or pursue further education. The Plan states that, relying on the entrepreneurship events such as the "Chuang Qing Chun" (Youth Innovation and Entrepreneurship) Competition and the "Challenge Cup," as well as college student entrepreneurship liaison stations in Beijing, Shanghai, and Chengdu, Hunan will regularly hold project roadshows and financing matchmaking events; advance the establishment of the "Qingmiao" Project Database, with the first 50 start-up projects already included and set to receive full-chain support in finance, technology, and markets.

A spokesperson from the Hunan Provincial Committee of the Communist Youth League of China said that, the committee will ensure the implementation of the Plan, gathering the strength of youth to realize the blueprint outlined in the "Three Hubs and Four New Missions" Strategy, and striving to write a Hunan chapter in the Chinese path to modernization.
