A progress meeting on accelerating the green transformation and development of the Changsha-Zhuzhou-Xiangtan (CZT) Ecological Green Heart was held in Changsha on October 26, 2026. It was learned that since the issuance of the "Action Plan for Accelerating Green Transformation and Development in the CZT Ecological Green Heart" this August, relevant provincial departments and the three cities have been making every effort to make breakthroughs in a number of landmark projects and key reforms.

In terms of major projects, the main construction of the Ecological Greenways and the "Huxiang Green Hall" is proceeding in an orderly manner. The main structures of the "one stadium, a gymnasium, and a natatorium" of the Changsha Olympic Sports Center have been capped. The Preservation Nursery of the National Germplasm Resources Bank for Medicinal Herbs has collected a total of 2,374 germplasm resources of 601 species. The construction of beautiful villages is being advanced in contiguous areas with overall improvement.

Concerning reform and innovation, the Green Heart has been approved as a provincial pilot for the mechanism for realizing the value of ecological products. The "Xianglin Forestry Carbon Ticket" has been applied in the Green Heart, the 209.66 hectares of carbon ticket in Yuhua District has completed issuance and been listed for trading, and the smart map of natural and cultural landscape resources in the Green Heart has officially gone online. Reform pilots such as the revitalization of idle industrial land and factory buildings, land consolidation and comprehensive remediation in the whole area‌, centralized housing construction for farmers, and accounting for natural resource assets are being advanced simultaneously.

As for regional governance, relevant provincial departments and the three cities have strengthened horizontal coordination and vertical linkage. The three cities have simultaneously established mechanisms for cross-city joint patrols, joint investigation and treatment of illegal construction, and problem consultation and disposal, with a collaborative and synergetic governance pattern preliminarily formed.

According to the Action Plan, Hunan Province has refined the implementation into 161 specific tasks, with the first batch of 60 key supporting projects laid out. Efforts will be made in four aspects: ecological security guarantee, coordination of ecologcial production, integration of ecological living , and transformation model innovation. Hunan will strictly observe the red line for ecological protection, giving priority to developing green industries such as ecological agriculture and forestry and ecological cultural tourism. It will appropriately deploy research and development, innovation, pilot test, incubation, and application scenarios in fields such as life sciences, biomanufacturing, and the big health sector. The province will adhere to the principle of "R&D in the Green Heart while manufacturing in industrial parks." It will build a 1,000-kilometer greenway network and advance the construction of 58 provincial-level beautiful villages, advancing in contiguous areas with overall improvement. Hunan will develop the Green Heart into an ecological safety barrier in highly urbanized areas, an R&D innovation base for developing new quality productive forces according to local conditions, and a beautiful and happy garden integrating urban and rural areas for living and tourism.
