According to the Industry and Information Technology Department of Hunan Province on October 23, the Office of the Hunan Provincial Leading Group for Building Hunan into a Manufacturing Powerhouse recently issued the "'Four Batches' List for Six Key Industrial Chains." At the same time, the Industry and Information Technology Department of Hunan Province issued the "Notice on Establishing an Operational Mechanism for the 'Four Batches' of Key Industrial Chains" to ensure that all tasks are trackable, executable, and assessable. The "Four Batches" refers to breaking through a batch of bottleneck key technologies, developing a batch of core components, attracting a batch of large enterprises and high-quality projects, and building a batch of public service platforms.

The list released this time focuses on six key industrial chains: construction machinery, rail transit equipment, advanced steel materials, modern petrochemicals, next-generation information technology, and intelligent weighing instruments and metrology. Currently, the list identifies a total of 411 key tasks. Among them, the plan is to achieve breakthroughs in 216 key generic technologies, develop 69 key supporting components, attract 67 key enterprises and projects along the industrial chains, and upgrade or establish 59 public service platforms. According to a relevant official from the Investment Division of the Industry and Information Technology Department of Hunan Province, it is estimated that 191 of these tasks will be completed between 2026 and 2027.

To ensure the efficient operation of the mechanism, the Industry and Information Technology Department of Hunan Province has established a leading group headed by the department's principal leader and set up four core mechanisms. It implements list-based management with dynamic adjustment and updating, ensuring that items are added and removed as needed and dynamically optimized. It continues to focusing policies, funds, and services on the "Four Batches," and gives priority support to related projects in special fund allocation, designation and awarding, and securing funding and project approvals.
