The Industry and Information Technology Department of Hunan Province recently issued the "Measures for the Cultivation of High-standard Digital Parks in Hunan Province (Trial)." The document clarified that during the 15th Five-Year Plan period (2026-2030), Hunan Province will build about 50 provincial-level high-standard digital parks. Among them, the province will select and recommend the best for application as national-level digital parks, forming a tiered development system of "provincial-level cultivation and national-level upgrading to excellence."
What kind of park counts as "high-standard"? It focuses on a "four-high" orientation: high-level industrial digitalization, high-quality professional services, high-efficiency operation management, and high-capacity infrastructure. Specific indicators are as follows:
- The digital transformation coverage rate of industrial enterprises above designated size in the park must reach 80%;
- The proportion of industrial enterprises above designated size that have adopted digital productive services in the park should reach 90%; and,
- 100% dual-gigabit network coverage must be achieved in the park.
The park also needs to establish a digital operation management system covering major links such as asset management, economic operation monitoring, green and low-carbon development, and safety and emergency management. This aims to ensure that management becomes smarter and services more precise.
Green and low-carbon development is a major highlight. The measures incorporate green and low-carbon digital management into the evaluation of the park's digital management, requiring real-time monitoring and refined control of the park's energy consumption and carbon emission data. It will help promote the deep integration of digital technology with "dual-carbon" management.
