Recently, the General Office of the Hunan Provincial People's Government issued the development plan for the Shaoshan Revolutionary Memorial Site during the 15th Five-Year Plan period (2026-2030), providing fundamental guidance for the high-quality development of the site. The plan proposes building a world-renowned red tourism destination.

The plan adheres closely to the principle of "protection, development, and stability," focusing on three key priorities.

First, the plan focuses on protection. The document defines a planning area of 217 hectares, a coordinated area of 1,050 hectares, and a safeguard area of 11,383 hectares, strengthens classified spatial management and control for core memorial facilities, ecological conservation, and landscape coordination, and jointly reinforces the fundamental safeguards for red resource protection and ecological security.

Second, the plan highlights development. With the goal of building a world-renowned red tourism destination, the plan aims to build a new platform for the research and dissemination of Mao Zedong Thought and the Party's new theories, a new hub for national ideological and political education, a new red calling card, and a new model for integrating culture and technology. Projects such as the upgrading of Building No. 1 at Dishuidong (Water-dripping Cave) and the ecological protection of the core scenic area will be implemented to drive an overall leap in high-quality development.

Third, the plan stresses the need to solidify the foundation of security and stability. It will deepen coordination among local authorities, enterprises, and institutions, and implement traffic governance featuring "smooth domestic flow and international connectivity,  peacetime and emergency integration, and flexible control." The document calls for efforts to refine emergency plans, improve the ecological security prevention and control system, advance integrated ecological and environmental governance, and create a new model for  the integrated protection of mountain, water, forest, and farmland ecosystems.
