Recently, the General Office of the Hunan Provincial People's Government issued the "Action Plan of Hunan Province on Enterprise Cultivation (2026–2028)," which outlines the establishment of a gradient enterprise cultivation system across the province's industrial sector. The plan aims to cultivate eight enterprises each with revenue exceeding 100 billion CNY, 60 enterprises each with revenue exceeding 10 billion CNY, and 400 enterprises each with revenue exceeding one billion CNY by 2028, thereby fostering a group of single champion enterprises and specialized and sophisticated small and medium-sized enterprises (SMEs).

Adhering to the development approach of "leading enterprises + distinctive features," the plan will be implemented through tiered advancements, gradient cultivation, and rolling development at the provincial, municipal, and county levels. The provincial authority will focus on cultivating enterprises each with revenue of 100 billion CNY, while cities and prefecture, as well as counties (cities, districts) authorities will focus on cultivating enterprises with revenues of 10 billion CNY and one billion CNY, respectively. Tiered enterprise development pools will be established to create a stepwise growth pathway for enterprises to scale up from one billion to 10 billion CNY, and from 10 billion to 100 billion CNY.

To help enterprises achieve greater development, ten key measures will be deployed, including rolling out gradient enterprise cultivation, promoting project construction, implementing mergers and acquisitions for expansion, advancing collaborative innovation, building support platforms, supporting intelligent and digital transformation, strengthening supply-demand collaboration, promoting industrial agglomeration, reinforcing targeted investment attraction, and expanding domestic and international markets.

The plan will support enterprises in entering into cross-regional, cross-industry, and cross-ownership acquisitions and reorganizations, and will encourage the introduction of high-quality external resources through international mergers and acquisitions. The plan will foster an ecosystem that deeply integrates "government, industry, university, and research institution, and user representatives," and will support enterprises in taking the lead in formulating international, national, and industry standards. It will also accelerate enterprise digital transformation by implementing the "Artificial Intelligence +" initiative and building a group of "5G + Industrial Internet" benchmark factories.

The plan outlines measures in areas such as overall coordination, financial support, land use guarantee, talent supply, and the business environment. It will strengthen provincial-municipal-county linkage and interdepartmental collaboration; leverage the guiding role of industrial funds, secure land quotas for major projects; and, enhance talent attraction and cultivation. Initiatives such as the "Enterprise Service Year" and "Policy Delivery, Problem Solving, and Service Optimization" will be carried out regularly to help enterprises resolve challenges in development.
