10 Key Provincial Livelihood Projects Hit Midyear Milestones

Since the beginning of this year, 37 of the 39 indicators across 23 projects under Hunan Province's annual top 10 key livelihood projects have achieved milestones, fulfilling over half of the annual goals in the first half of the year. Among them, four annual goals have been completed, namely, issuing special-purpose loans designed to stabilize and boost employment; raising urban and rural subsistence allowance; increasing two subsidies for disabled people; and, raising the basic living allowances for orphans and de facto unattended children.

In terms of employment and entrepreneurship, 467,300 new urban jobs were created across the province, a year-on-year increase of 0.3%, completing 66.8% of the target for the year. The surveyed unemployment rate averaged 5.4%, the second-lowest among the central provinces. A total of 3.834 billion CNY guaranteed loans for entrepreneurship and 12.591 billion CNY special loans for stabilizing and boosting employment were provided. A total of 153,000 subsidized vocational skills training sessions were organized.

In the education and healthcare sectors, 53,000 student places in public senior high schools were added; 126 primary and secondary school canteens were renovated; about 205,500 square meters of school buildings in provincial universities were put into use, fulfilling 68.49% of this year’s goal. The rates of pregnancy screenings and newborn disease screenings reached 99.89%; contracted family doctor services covered 13.13 million people; and, 4,290 rural doctors received training.

In agricultural and rural infrastructure construction, reservoir storage capacity went up by 79.3466 million cubic meters, and 460,300 mu (over 30,702 hectares) of irrigation areas were restored and improved. A total of 1.611 billion CNY was invested in consolidating and upgrading urban and rural power grids, accounting for 56.52% of the investment budget. A total of 3,441 new 4G and 5G base stations were constructed in rural areas.

To boost consumption, the government-backed consumer goods trade-in programs facilitated 6.4025 million purchases across the province, with 4.272 billion CNY subsidy payments issued, boosting product sales worth 42.181 billion CNY.
