Hunan Expressway Group

Hunan Expressway Group, formerly known as Hunan Provincial Expressway Administration (Hunan Provincial Expressway Development Corporation), is a public institution under the management of the Hunan Provincial Department of Transportation. In December 2017, the provincial government approved the abolition of the Hunan Provincial Expressway Administration, and the Hunan Provincial Expressway Development Corporation was transferred to the supervision of the Hunan Provincial State-owned Assets Supervision and Administration Commission. In September 2018, the provincial government approved the transformation of the Hunan Provincial Expressway Development Corporation into the Hunan Expressway Group Co., Ltd., primarily responsible for expressway investment, construction, operation, and related business activities. In January 2020, the group launched its market-oriented reform. Currently, the group headquarters comprises 12 departments, overseeing 1 listed company (Modern Investment), 1 road network center (Networking Company), and related second- and third-tier subsidiaries and branches in three major business segments: operations, construction, and industry. Among them, operations are mainly managed by municipal and prefectural operational branches in 13 cities and one prefecture across Hunan, responsible for expressway operation management; construction involves the establishment of independent project legal entities or project departments based on investment attributes, with 15 ongoing investment projects; the industrial segment focuses on the development of roadside resources, with 18 industrial companies established. It also manages three operational cooperation companies—Changyi, Yuewang, and De'an—and holds stakes in two operational companies—Litan and Dongchang—as well as the 90.5 Broadcasting Media Company. The group currently has over 15,000 permanent employees, 495 grassroots Party organizations, and 5,629 Party members.


By the end of 2023, the group managed and operated 78 expressways within the province, totaling 6,286 kilometers, accounting for 83.5% of the province's 7,530 kilometers of open expressways. There are 12 expressways under construction, with a total mileage of 1,167 kilometers and a total investment of 182.5 billion CNY. The group's total assets amount to approximately 690 billion CNY, making it the largest non-financial state-owned enterprise in Hunan Province by asset scale, with its domestic credit rating consistently maintained at AAA. In 2020, the group was honored by the Central Committee of the Communist Party of China, the State Council, and the Central Military Commission with the title of "National Advanced Unit in the Fight Against COVID-19." 


Under the strong leadership of the provincial Party committee, the provincial government, and the Party committee of the Hunan Provincial State-owned Assets Supervision and Administration Commission, the group fully implements the spirit of the 20th National Congress of the Communist Party of China, efficiently serves the "Three Hubs and Four New Missions" blueprint, and pioneers the Chinese path to modernization in the new Hunan province while acting as the main force in building a transportation powerhouse. Anchored in its positioning as a first-class comprehensive expressway service provider, the group synergistically operates the "four-wheel drive" of investment, construction, operations, and industrial business, steadily building the "three major supports" of core business, financing platforms, and the entire industrial chain. It has already established six major roadside industries, including service areas, advertising and cultural tourism, engineering and industry, logistics and trade, digital technology, and asset management services, and is striving to become a leading domestic modern comprehensive transportation industry group.
