Main Responsibilities:
1.To implement state guidelines, policies, laws and regulations concerning judicial administration; to develop mid-term and long-term plans and annual programmes for Hunan's judicial administration and supervise their implementation.
2.To participate in drafting relevant laws, rules and regulations on behalf of the Provincial People's Congress and People's Government and, in conjunction with relevant departments, supervise and inspect their implementation; to direct the foreign affairs in the judicial administration.
3.To guide and supervise the execution of criminal punishment and the reform of offenders; to direct prison management, and oversee the Provincial Administration of Prisons.
4.To guide and administer the programme of rehabilitation through labour; to administer the Provincial Administration of Rehabilitation through Labour.
5.To make plans for publicizing and disseminating common legal knowledge and for the rule of law, and organize their implementation; directing efforts in the rule of law in various places and all walks of life.
6.To direct and supervise the practice of lawyers and legal counsellors, and legal aid efforts, and administer legal services in society.
7.To direct and oversee institutions of public notarization and their operations.
8.To direct the people's mediation work, judicial administration assistants, grass-root judicial administration offices and grass-root legal services; to participate in the overall maintenance of social order.
9.To assist relevant departments in the placement and education of ex-convicts and persons who have completed their correctional programmes.
10.To direct the work of the provincial Law Society, Bar Association and Notary Association.
11.To take care of arbitration registration, and direct the judicial forensic services for the society.
12.To direct the contingent development, ideological and political work within the judicial administration system; to direct and manage police affairs, the evaluation and authorization of police ranks within judicial administration system; to assist the municipalities and prefectures directly under the Provincial Government to administer senior officials in local bureaus of justice.
13.To direct and administer the planning of financial affairs as well as guns, ammunition, uniforms, vehicles and other materials and equipment of the judicial administration.
14.To undertake other assignments entrusted by the Provincial Party Committee and People's government.
