Hunan Government, SPD Bank Sign New Round of Strategic Cooperation Framework Agreement

On November 15, Mao Weiming, deputy secretary of the CPC Hunan Provincial Committee and governor of Hunan Province, met with Zheng Yang, secretary of the CPC Committee and chairman of the board of the Shanghai Pudong Development Bank Co., Ltd.

At noon on November 15, the People’s Government of Hunan Province and the Shanghai Pudong Development Bank Co., Ltd. (SPD Bank) signed a new round of strategic cooperation framework agreement in Changsha. Before the signing ceremony, Mao Weiming, deputy secretary of the CPC Hunan Provincial Committee and governor of Hunan Province, had a discussion with Zheng Yang, secretary of the CPC Committee and chairman of the board of the SPD Bank. Then they jointly witnessed the signing of the agreement.

Xie Jianhui, member of the Standing Committee of the CPC Hunan Provincial Committee and executive vice governor of Hunan Province, and Deng Qunce, secretary general of the People’s Government of Hunan Province, attended.

Governor Mao thanked the SPD Bank for its long-term care and support for Hunan's economic and social development. He noted that the bank, after signing a strategic cooperation framework agreement with provincial government in 2013, has actively integrated into Hunan’s economic development; prioritized guaranteeing the financing needs of major projects; vigorously supported the reform of state-owned assets and enterprises; and, promoted inclusive finance to relieve the burdens of small and medium-sized enterprises. It has invested more than 480 billion yuan in credit in Hunan Province, which has made positive contributions to the provincial development.

He introduced that Hunan is now earnestly studying and implementing the spirit of the Sixth Plenary Session of the 19th CPC Central Committee. The whole province, in accordance with the blueprint outlined by President Xi Jinping, has been vigorously implementing the Three Highlands and Four New Missions Strategy and comprehensively cultivating and developing new advantages. The financial environment has continued to improve, the financial ecosystem has been continuously optimized, the service quality and efficiency have significantly improved, and the vitality of market entities has increased significantly. He expected the SPD Bank to keep cultivating the market in Hunan Province and innovate financial products and services in the fields of supporting the real economy, technological innovation, rural revitalization, inclusive finance, free trade pilot zone construction, and prevention and resolution of risks, to help Hunan's high-quality development. Hunan government will take the signing of this new round of cooperation agreement as an opportunity to continue to establish a market-oriented, law-based, and internationalized first-class business environment, and do everything possible to create good conditions for the development of the SPD Bank in Hunan. Both sides may work together to achieve win-win results, he added.


Governor Mao and Secretary Zheng witnessed the signing of the agreement.


Secretary Zheng thanked Hunan government for its strong support for the development of the SPD Bank. He remarked that Hunan Province has good industrial foundation, sound business environment, and broad development prospects. The SPD Bank will give full play to its own advantages, increase financial support, deepen financial service innovation, accelerate the implementation of cooperation agreements, and make new contributions to promoting the high-quality development of Hunan Province.

According to the new round of cooperation agreement, the two parties will establish a closer and more stable government-bank collaboration partnership. The SPD Bank will provide Hunan Province with a general credit limit of no less than 250 billion yuan for credit and non-credit intention within 5 years. It will actively assist Hunan Province in building the “Three Highlands”, and intensifying cooperation in such fields as rural revitalization, new infrastructure and new urbanization initiatives as well as major projects, green and low-carbon, cultural tourism, and small and medium-sized enterprise development, to promote Hunan to be at the forefront of the rise of China’s central region.
