Hunan Science and Technology Innovation Work Promotion Conference Kicks off

The Hunan Science and Technology Innovation Work Promotion Conference was held in Changsha on July 22, 2020. Vice Governor Zhu Zhongming attended and delivered a speech. He asked to analyze the new situation and tasks faced by the current scientific and technological innovation work; further improve the political position; and, enhance the sense of mission, responsibility, and urgency in doing scientific and technological innovation work. We should give full play to scientific and technological innovation in ensuring stability on six fronts and security in six areas, to guarantee the completion of a well-off society in all respects and the successful conclusion of the "13th Five-Year Plan".
The meeting summarized the achievements of Hunan’s scientific and technological innovation work since last year and arranged key tasks for the second half of this year. In 2019, the contribution rate of scientific and technological progress increased to 58.7%; the intensity of R&D investments reached 1.98%; and, the number of high-tech enterprises reached 6,287, which exceeded the goal of the “13th Five-Year Plan” ahead of schedule. Positive progress has been made in the construction of major innovation platforms such as “Two Mountains and Two Districts”. In the first half of this year, the provincial technology contract transaction value increased by 50.15% year on year; while the high-tech industry added value increased by 6%.
Vice Governor Zhu emphasized that, in accordance with the arrangements of the CPC Hunan Provincial Committee Economic Work Conference and the Sixth Plenary Session of the People’s Government of Hunan Province, we must implement the strategy of innovation-oriented opening up and highlight the development of ‘Three Focuses’ on supply-side reform, people’s livelihood improvement and agricultural modernization, ‘Four Systems’ construction of sci-tech and cultural innovation, modern industry, new-type urbanization, and comprehensive transportation hub, and ‘Five Bases’ of building sci-tech innovation bases with Changsha-Zhuzhou-Xiangtan National Self-dependent Innovation Demonstration Zone as the core, establishing modern manufacturing bases with China’s intelligent manufacturing demonstration zone as the target, developing high-quality supply bases for agricultural and sideline products with precision agriculture as the feature, creating cultural creativity bases with film, television, and publishing as the focus, and promoting region-based tourism with “Splendid Xiaoxiang” as the brand.
We must grasp the key points; overcome difficulties; continue to increase investment in science and technology; optimize the layout of innovation bases; stimulate innovation and vitality of talents; accelerate the transformation and application of results; develop the people's livelihood technology; and, promote continuous new progress in innovative Hunan construction.
