Changsha County, Liuyang, Ningxiang Enter Top 20 China County-level Economy Ranking

The China County-level Economy Research Institute ( released its 19th Report on China County-level Economy and Comprehensive Development on December 16, 2019. Changsha has three counties (county-level cities) ranking among top 20 nationwide – Changsha County ranks 4th; Liuyang ranks 10th; and, Ningxiang ranks 18th. Beyond that, Liling City and Xiangtan County make the list, ranking 46th and 91st respectively. 
The top 100 counties were selected based on a series of factors, including economic strength, people’s livelihood, green development, and sustainable development. 
In the face of the downward pressure in the economy, Changsha County has mapped out look-ahead plans, taken pioneering initiatives, and made overall progress in the aspects of industrial transformation and upgrade, environmental protection, and improvement of people’s livelihood. High-quality development has been made in its economy. The construction machinery output value hit 100 billion CNY; 224 “Four-Above” enterprises were newly added; 63 intelligent manufacturing demonstration enterprises at city level and above were founded; 20 measures were formulated to optimize business environment; and, the administrative approval procedures were streamlined, making it take the lead in speed when offering engineering services in the province. 
Liuyang rose three places over the previous year, and entered top 10 for the first time on the ranking. In recent years, it has focused on regional development, nationwide influence, and global resources to build a “modernized Liuyang” in an all-round way. In 2018, it was the only county-level city in central and western China that entered the Forbes Top 100 cities for business in Chinese mainland. 
Ningxiang rose 5 places over last year. It has oriented to manufacturing-based high quality development, and boosted industrial project progress and business environment improvement. A sound and stable growth has been seen in its economy, with the major economic indicators exceeding expectations. In the first three quarters this year, Ningxiang’s GDP increased by 8.9% over last year. The annual growth is estimated to reach 8.5%. 
A ranking of basic competitiveness in county-level economy was also announced that day. Changsha County, Liuyang, and Ningxiang remained or rose their places, ranking 5th, 12th, and 25th respectively.
