On July 8, Hunan Governor Xu Dazhe made a request for the current flood prevention and relief work.

Governor Xu emphasized that Hunan is in a critical period of flood control, and Dongting Lake is facing huge pressure from possible high floods. According to the report of the meteorological department, there are continuous heavy and ultra-strong rainfalls in central and northern Hunan, and the flood control situation is complicated and severe. Departments at all levels must put into practice the spirit of the important instructions made by President Xi Jinping and Premier Li Keqiang on flood prevention and relief work; insist on the principle of supremacy of the people and life; combine flood prevention with control and relief work; and, go all out to win the tough battle against flood prevention and relief. Efforts should be made to:
-Strengthen the monitoring and early warning of rain, water, and work conditions, and the major disaster warning information must be sent to households as soon as possible;
-Timely transfer people when there is possible risk, to prevent a wide range of deaths and injuries;
-Implement key tasks such as comprehensive patrols on dams, reservoirs, mines, and houses, reservoir and embankment defense, mountain torrents and geological disaster prevention, urban waterlogging prevention, tailings impoundment and mine disaster prevention, and important transportation trunk lines safety;
-Rectify hidden risks in time, and build a secure line of defense; and,
-Resettle the disaster-stricken people and organize self-help through production, repairing project caused by flood, sanitation and epidemic prevention, to ensure normal production and the restoration of living order.

The main responsible comrades of the CPC committees and governments at all levels must adhere to their responsibilities and perform duties; make command at the frontlines; and, strictly implement the 24-hour emergency duty system, to ensure that personnel are in place and the responsibilities are fulfilled, he added.
