Shorter Handling Time for Starting a Business in Changsha

On March 30, Changsha piloted a dual-channel handling mode for enterprise-related service in Yuhua District, enabling effective and fast handling of service matters both online and offline. On that day, Liu Yuqing, an applicant for enterprise set-up, received the license in less than 2 hours after he went through the process of material submission, review and approval.

The offline channel enables applicants to obtain licenses almost instantly. Last year, Yuhua District realized zero cost handling and completion of service handling in a single day. This time, in accordance with the requirements of Changsha's reform tasks in 2020, the number of materials needed for starting a business were reduced from seven to six via mutual recognition among data departments. Upon receiving materials, service staff forwarded them to the tax, social and banking departments for approval. The whole process was completed in 2 hours, the fastest in the province.

The online channel makes zero face-to-face approval possible. Applicants only need to log into the Hunan Enterprise Registration Electronic Business System to handle matters at a time, including enterprise name declaration, registration of establishment, and official seal engraving, realizing the entire process in a way of "paperless" and "zero meeting". Once the materials are uploaded, they will be immediately reviewed. The whole process can be completed within one hour at the earliest. For business licenses, official seals and related documents, Yuhua District can provide free mail service. At present, Yuhua District has about 179,800 market entities, ranking first among urban districts and counties including county-level cities in the province.
