The Hunan Provincial People's Government recently issued several policies and measures on supporting Chenzhou City to build a national innovation demonstration zone to implement the National Agenda for Sustainable Development. Ten measures were specified, to constantly boost the zone construction, and demonstrate the beauty of green eco-environment, green industry, green culture, and green system in the zone. The policies and measures will:

- Support Chenzhou to set up a water resource sustainable utilization system. Measures will be taken to carry out the "beautiful waters in Chenzhou" project, with financial and policy support provided for ten major qualified demonstration projects. Suxian District, Yizhang County, and Anren County will be supported to apply for building national pilot counties on waterway connectivity and the countryside with beautiful waters. We will boost the "lucid waters and lush mountains are invaluable assets" practice and innovation base in Zixing, and provide at least 20 million yuan of pollution prevention and control fund for the Dongjiang Lake watershed each of the following three years in a row. We will support the Dongjiang Lake Big Data Industrial Park to be more competitive in low carbon, energy conservation, and water resource utilization, and facilitate the park to establish a totally natural cooling green data center.

- Pilot the treatment of heavy metal pollution and control of pollution source in Chenzhou. We will support Chenzhou to pilot prevention and control of heavy metal pollution at the source in the Ganxi River-Taojiahe River area; and, we will make comprehensive utilization of tailings and ecological restoration of mines in key areas, such as Sanshiliuwan Area, and Lutang, Manaoshan, and Xintianling mines. 

- Support Chenzhou to set up a mechanism to transform the value of water-related ecological products; adjust the spatial layout and structure of industries simultaneously; carry out actions towards the goals of reaching peak carbon emissions and carbon neutrality; build a hub of sci-tech innovation in south Hunan; construct a pilot zone connecting with the Guangdong-Hong Kong-Macao Greater Bay Area; enhance transportation infrastructure construction; pilot sustainable development and green finance; and, deepen reform and innovation of mechanisms and institutions.

Chenzhou City was approved of building a national innovation demonstration zone to implement the National Agenda for Sustainable Development in 2019. Since then, it has firmly followed the principle of "sustainable utilization and green development of water resources", and created a "Water Cubic" mode of sustainable utilization of water resources, to prepare itself for high-quality development.
