Hunan Rolls out Measures to Boost Night-time Economy

Approved by the Hunan Provincial People's Government, the Hunan Department of Commerce and the Hunan Department of Culture and Tourism jointly made public several official opinions on promoting high-quality development of the "night-time economy" and further boost consumption and employment. Eight major measures were contained, which took effect since October 16, 2022.

First, improving "night-time economy" planning and layout. We will incorporate the development of the key blocks, key business districts, and key projects of night-time economy into the municipal-level and county-level territorial spatial plans and urban development plans. 100 night-time consumption demonstration areas will be constructed, which highlight multiple business modes including night-time catering, shopping, sightseeing, fitness exercise, training, and exhibition, and have strong capacity for driving development.

Second, creating "Night-time Xiaoxiang (Hunan)" consumption scenarios. We will develop a number of internet-famous sites which attract both the locals and tourists. Cultural bazaars in various forms, such as car boot sales, are encouraged.

Third, fostering a "night-time economy" consumption brand. We will offer supports to the Time-honored Brands in Hunan, specialty catering enterprises, and intangible cultural heritage inheritors to start up business at the night-time consumption areas.

Fourth, creating "night-time village" tourism brands. We will cultivate a batch of high-quality "night-time villages", and encourage pairing-up cooperation between urban communities, enterprises, and institutions.

Fifth, broadening the employment channels in "night-time economy". We will encourage setting up free busker performing zones in fixed areas if conditions allow, and designating fixed regions for migrant labors and college student entrepreneurs to start up and doing business.

Sixth, improving "night-time economy" services. We will support cities and prefecture to provide public-benefit services if conditions allow, including late-night canteens and 24-hour pharmacies, for the groups working in late night, such as medical staff, police officers, security staff, food couriers, taxi drivers, and volunteers.

Seventh, strengthening policy support for "nigh-time economy". We will implement the national tax reduction and exemption policies, and coordinate the special funds of related departments at the provincial and municipal levels to promote night-time economy development. 

Eighth, ensuring COVID-19 prevention and control. We will standardize epidemic prevention and control at the nigh-time consumption sites based on ongoing targeted anti-epidemic measures.
